Quebec (Rajeev Sharma): A 24-year-old Quebec City man has been arrested and charged with terrorism-related offences after Canadian authorities alleged that he researched how to produce a chemical weapon and planned to carry out an attack in Canada on behalf of Islamic State.
The Royal Canadian Mounted Police (RCMP) said the investigation began in April after authorities uncovered alleged online communications between the man, Louay Angoud, and individuals associated with a terrorist organization.
Police allege Angoud gathered information about producing a chemical weapon with the intention of using it to poison Canadians. Investigators also allege that he planned at least one attack in Canada linked to ISIS.
The RCMP said there was no indication of an immediate threat to the public. However, investigators believe the accused had acquired knowledge that could potentially have enabled him to carry out an attack.
Angoud was arrested Wednesday. Police said he was carrying a knife at the time of his arrest. He later appeared in court by video from an RCMP facility, while prosecutors opposed his release.
The accused is facing several terrorism-related charges, including allegations involving participation in a terrorist group and committing an offence for its benefit. Authorities also say he does not have legal status to remain in Canada and has no previous criminal record.
Angoud is scheduled to return to court on September 28 as proceedings continue. The allegations have not been tested in court, and he is presumed innocent unless proven guilty.
