Haryana Speeds Up Urban Development With ₹1,700 Crore EDC Fund Release

Chandigarh, December 10 — The Haryana government has accelerated its urban development push by releasing ₹1,700 crore from the External Development Charges (EDC) fund to the Haryana Shahari Vikas Pradhikaran (HSVP) and several metropolitan development authorities across the state. The funds aim to fast-track key infrastructure projects such as roads, water supply, sewerage systems and transport connectivity in major urban estates.

Chief Minister Nayab Singh Saini announced the allocation during a press briefing at the Civil Secretariat, reaffirming the state’s commitment to providing world-class urban infrastructure. Agriculture and Farmers’ Welfare Minister Shyam Singh Rana was also present at the briefing.

Saini recalled that the state government had earmarked ₹3,000 crore in the 2025–26 budget for external development works through the EDC fund, to be distributed among HSVP and the development authorities of Gurugram, Faridabad, Sonipat, Panchkula and Hisar. He said the Department of Town and Country Planning has made significant progress in operationalising this budget commitment.

The Chief Minister said that ₹1,500 crore from the EDC fund had already been released earlier in the financial year to various metropolitan authorities. With the latest issuance, the government has released an additional ₹1,700 crore for development work across urban estates. This includes ₹700 crore for HSVP, ₹700 crore for the Gurugram Metropolitan Development Authority, ₹170 crore for the Faridabad authority, ₹30 crore for Panchkula, ₹80 crore for Sonipat and ₹20 crore for Hisar.

Highlighting achievements from the previous financial year, Saini noted that ₹2,188 crore was disbursed to metropolitan development authorities in 2024–25 for various urban improvement projects.
