New Delhi, September 30, 2025: Union Home Minister and Minister of Cooperation Shri Amit Shah on Tuesday assured that the Modi government is fully committed to supporting the people of Punjab affected by recent floods.
The Chief Minister of Punjab, Shri Bhagwant Mann, met Shri Shah in New Delhi to discuss the extent of damage caused during the monsoon season and requested additional funds for relief and restoration efforts. During the meeting, the Chief Minister was informed that the State Disaster Response Fund (SDRF) holds Rs 12,589.59 crore, which can be utilized immediately for relief measures as per Government of India norms.
The Central Government has already extended assistance through its agencies for search, rescue, and initial restoration work. Prime Minister Shri Narendra Modi had visited Punjab on September 9, 2025, to assess the situation. Of the ₹1,600 crore financial aid announced by the Prime Minister, Rs 805 crore— including Rs 170 crore sanctioned by NHAI—has already been released to the state and intended beneficiaries. The remaining funds will be released once the state submits the required information.
An Inter-Ministerial Central Team (IMCT) was formed on September 1, 2025, before receiving a formal memorandum from Punjab. The team conducted an on-ground assessment of flood-affected areas from September 3 to 6, 2025. The state government is yet to submit a detailed memorandum, which will be considered by the Central Government in line with approved norms.
Shri Shah highlighted that Punjab can also prepare a recovery and reconstruction plan for restoring livelihoods and damaged infrastructure. The Ministry of Home Affairs (MHA) had issued guidelines for Recovery and Reconstruction funding under SDRF and NDRF on August 14, 2024. These guidelines require the state to carry out a Post Disaster Needs Assessment (PDNA) in consultation with SDMA or NDMA, if necessary, to determine the requirements for recovery and reconstruction.
