Chandigarh (Balwinder Singh): The Haryana government has prepared proposals worth Rs 2,295.27 crore for rural infrastructure projects covering irrigation, roads, drinking water supply and storage infrastructure. Of the total, Rs 2,180.50 crore in loan assistance has been proposed under NABARD’s Rural Infrastructure Development Fund (RIDF).
Chief Secretary Anurag Rastogi reviewed the progress of infrastructure projects being implemented with NABARD assistance at a meeting on Monday. He directed departments to speed up execution and ensure that loan-drawal claims are submitted on time.
Six Major Projects Planned For 2026-27
Among the priority proposals for 2026-27 is an irrigation project estimated at Rs 315.36 crore, for which Rs 299.59 crore in RIDF assistance has been proposed.
Another 57 projects for road improvement, widening and strengthening have a combined estimated cost of Rs 495.71 crore, with Rs 470.92 crore proposed under RIDF. Both proposals have already been submitted through the RIDF portal.
A major rural drinking water project covering five villages in Nuh and Palwal districts — Bichhor, Bisru, Nai, Singar and Pingwan — has been estimated at Rs 744.59 crore, including proposed RIDF assistance of Rs 707.36 crore.
The project envisages strengthening water sources through the construction of a Rani Well and related infrastructure in the Yamuna floodplain. The first phase, involving proposed financial assistance of Rs 299 crore, is awaiting approval from the Haryana Finance Department.
Haryana Plans New Warehouses And Storage Capacity
Another proposal involves construction of warehouses with a storage capacity of 2,30,508 metric tonnes on vacant land available with the Haryana State Warehousing Corporation. It also includes reconstruction of facilities with a capacity of 1,23,664 metric tonnes in low-lying areas.
The project has an estimated cost of Rs 290.74 crore, with a proposed loan component of Rs 276.20 crore. The Finance Department has also approved consideration of the project under NABARD’s Infrastructure Development Assistance (NIDA) scheme.
Rs 1,850 Crore Loan For Horticulture Market
The Chief Secretary also reviewed the India International Horticulture Market (IIHM) at Ganaur in Sonipat. NABARD has sanctioned a term loan of Rs 1,850 crore under NIDA for the project.
The financial implementation is scheduled from 2025-26 to 2027-28. Against the Rs 740 crore allocation for 2025-26, Rs 451 crore was released, leaving a distribution gap of Rs 289 crore.
Focus On Water Security And Green Financing
The meeting also discussed four new projects with a combined loan component of Rs 264.24 crore under the Micro Irrigation Fund.
The state is also exploring NABARD financing for renewable energy and water-security initiatives. HAREDA has proposed solarisation of government and public buildings, with the first phase targeting around 100 MW at an estimated cost of Rs 470 crore. Around Rs 423 crore in NABARD assistance has been proposed.
The Water Secure Haryana Programme, estimated at around Rs 5,714 crore, was also identified as a potential area for NABARD support. The programme focuses on groundwater recharge, irrigation and water-use efficiency, restoration of water bodies, micro-irrigation and reuse of treated wastewater.
The meeting also reviewed ongoing RIDF and MIF projects, with officials reporting a Rs 962.81 crore distribution gap as of August 17, 2026, under projects covered by the 28th to 31st instalments of RIDF.
The Centre has approved a borrowing limit of Rs 2,300 crore for Haryana through NABARD for 2026-27. Officials discussed using available borrowing capacity for additional infrastructure projects involving water security, renewable energy and other sustainable and climate-resilient initiatives.
