Gurugram (Balwinder Singh) — Haryana Chief Minister Nayab Singh Saini on Friday announced a three-tier grievance redressal mandate across state administration: identifying citizen issues, executing solutions, and securing explicit confirmation from the affected resident before any complaint file is officially closed. Addressing reporters after chairing a comprehensive review meeting on civic amenities, infrastructure progress, and public grievances in Gurugram, Saini emphasized that administrative performance will be judged strictly by ground-level relief rather than paper clearance.
The Chief Minister revealed that the state operates an internal, parallel monitoring framework directly overseen by his office to track civic delivery and collect real-time public feedback. Saini noted that he frequently interacts directly with complainants—often without disclosing his identity as Chief Minister—to assess whether reported solutions align with ground reality. He issued strict instructions that if a resident reports an unresolved issue despite an officer submitting a formal disposal report, the matter will be reinvestigated immediately and punitive steps taken against negligent staff. Reinforcing this directive, Saini highlighted the recent suspension of regional officers from the Haryana State Pollution Control Board for dereliction of duty regarding an improperly managed builder sewage treatment plant in Gurugram, adding that field-level performance will now be directly reflected in officers’ Annual Confidential Reports.
To address Gurugram’s expanding infrastructural needs, the Chief Minister approved several major development initiatives and enforcement measures:
- Drinking Water Pipeline Project: Foundation work will commence in January for a 69.585-kilometer underground pressurized pipeline stretching from Kakroi Head to the Basai Water Treatment Plant. The project, budgeted at ₹1,993.59 crore, carries a 30-month completion deadline to secure uninterrupted water supply.
- Waste Dumping Enforcement: Directives were issued to impound any commercial vehicles entering Gurugram from Delhi to illegally dump solid waste, along with imposing heavy penal fines.
- Ready-Mix Concrete Regulation: Designated zonal clusters will be established for Ready-Mix Concrete operations across Gurugram to streamline ongoing construction activities and curb dust pollution.
Saini emphasized that leading economic drivers like Gurugram and Faridabad form the backbone of the state’s revenue and industrial output, stating that the administration will maintain zero tolerance toward administrative inertia in vital urban centres.
