Chandigarh (Balwinder Singh): The Haryana government has sanctioned a series of comprehensive healthcare initiatives aimed at bolstering clinical infrastructure, securing vital medicine inventories, and improving patient care services across the state. Presiding over a high-level Special High Powered Purchase Committee meeting in Chandigarh on September 30, Haryana Health Minister Arti Singh Rao finalized key procurement contracts designed to address systemic supply shortages and enhance primary medical access across public health facilities.
To reinforce voluntary blood transfusion networks, the committee approved a two-year rate contract valued at approximately 4.18 crore rupees for nine mobile blood donation vans designated for district hospitals. The specialized vehicles will facilitate blood donation drives across remote and urban regions, ensuring the uninterrupted availability of safe blood products. Alongside this initiative, authorities finalized standardized diagnostic service rates for computed tomography (CT) and magnetic resonance imaging (MRI) scans under a public-private partnership framework at the Civil Hospital in Karnal, enabling patients to access modern diagnostics at subsidized costs.
The administration also committed significant funds to enhance pharmaceutical logistics, warehouse infrastructure, and clinical diagnostic machinery. To ensure the stable preservation of vaccines and pharmaceuticals during power interruptions, a two-year contract was approved for 274 warehouse storage extension racks costing roughly 1.94 crore rupees and nine 50-kVA diesel generator sets valued at nearly 86.23 lakh rupees. Additionally, specialized surgical and diagnostic capabilities in ophthalmology and otolaryngology received an estimated 12.22 crore rupees in equipment approvals, covering six optical biometers, 13 ENT operating microscopes, and six advanced phacoemulsification units.
Addressing infectious disease management and emergency preparedness, the committee cleared the purchase of 100,000 micro-PCR tuberculosis diagnostic kits worth approximately 6.72 crore rupees for rapid testing. A dedicated allocation of 8.55 crore rupees was also earmarked for the sustained operation and maintenance of Pressure Swing Adsorption oxygen generation plants installed across district hospitals, securing a continuous supply of medical oxygen.
Substantial budgetary provisions were approved to ensure a steady supply of consumables and treatments across statewide public dispensaries. This includes around 132 crore rupees for general clinical and surgical consumables, nearly 80 crore rupees for traditional AYUSH medicines, and 12.10 crore rupees for anti-rabies vaccines. Furthermore, the committee allocated 3 crore rupees for junior weekly iron and folic acid supplements targeting school-age anaemia prevention, alongside 2.10 crore rupees for dual diagnostic test kits to screen pregnant women and high-risk patients for HIV and syphilis. Health Minister Rao stated that these comprehensive allocations will eliminate recurring shortages of essential drugs, vaccines, and diagnostic tools while creating a resilient public healthcare infrastructure statewide.
