Cheema Announces Key Cabinet Decisions, Relief Measures for Flood-Hit Areas and Changes in Panchayati Framework

Gurpreet Singh :- Punjab Finance Minister Harpal Singh Cheema on Friday outlined a series of significant decisions taken by the state Cabinet, ranging from structural changes in the Panchayati Raj system to relief-oriented measures for flood-affected regions.

Addressing a press conference after the Cabinet meeting, Cheema said the government has approved amendments to the Punjab Panchayati Raj Rules, 1994, aimed at revising the reservation roster for local bodies. The changes come in the wake of administrative boundary adjustments in several districts, including Mohali, Patiala, Malerkotla, Sangrur, Ferozepur and Fazilka. Due to the reorganisation of villages and jurisdictional limits, the reservation pattern for positions such as Chairpersons and Vice-Chairpersons in Zila Parishads will now be restructured.

Cheema explained that under the revised framework, if there is a variation of more than 10 percent in a block or administrative unit, the reservation roster will be updated accordingly. He also noted that individuals will have the opportunity to raise objections within a stipulated period of 10 days.

Highlighting measures for flood-prone regions, the minister recalled the extensive damage caused by last year’s floods, which left large areas covered with sand and debris. In response, the Cabinet has now allowed farmers in identified zones along river belts to undertake desilting on their own land after obtaining necessary approvals. This step is intended to restore agricultural productivity and strengthen preventive measures against future floods.

Cheema further criticised the Centre over its handling of flood relief, alleging that despite assessments, adequate financial assistance was not provided to the state. He added that the government has now identified vulnerable locations such as Harsha Bela, Mandala, Tajowal, Nawanshahr and parts of Ferozepur for targeted interventions.

On the issue of recent enforcement actions, including raids, the minister accused the central leadership of misusing agencies for political purposes, particularly during election periods. He alleged that such actions were aimed at influencing electoral outcomes rather than addressing genuine concerns.

Commenting on legal matters, Cheema said that in cases involving alleged irregularities, including those linked to former officials, action will be taken strictly in accordance with the law. He also confirmed that the recently passed bill related to religious respect has been forwarded to the Governor, expressing hope for its early approval.

The announcements reflect the government’s focus on administrative restructuring, farmer support, and political accountability, while also signalling its stance on Centre-state relations.
