Chandigarh (Balwinder Singh) — Haryana Chief Minister Nayab Singh Saini announced on Saturday that the state will conduct a month-long civic engagement drive titled “Seva Sankalp Abhiyan” from September 17 to October 17. Organised to commemorate Prime Minister Narendra Modi’s 25 years in public life and governance, the initiative is designed to highlight federal welfare programs and align citizens with national development targets under the Viksit Bharat 2047 vision. Chairing a high-level review session at Haryana Niwas, Saini directed district administrations, ministers, and legislators to transform the program into a broad-based mass movement across all 23 districts.
The campaign will commence on the evening of September 17 with the “Aashirwad Ka Diya” initiative, during which community volunteers and administrative workers will visit every polling booth area to light ceremonial earthen lamps at the residences of scheme beneficiaries. District authorities have been tasked with cataloguing beneficiaries of central and state initiatives, ensuring full welfare coverage while recording personal video testimonials for social outreach. Academic seminars in regional universities, public screenings of developmental documentaries, and school-level painting and elocution contests focused on nation-building are also slated to run across public and private educational institutions through early October.
A key administrative pillar of the campaign includes block-level “Seva Setu” outreach camps aimed at delivering government services directly to local communities. The Chief Minister announced a major expansion of the Lado Lakshmi Yojana during the review, noting that the annual family income eligibility threshold is being raised to 180,000 rupees. The revision is expected to bring roughly 1.7 million new female beneficiaries into the fold, with direct benefit disbursements scheduled to begin on November 1. Community welfare workers, including Anganwadi and ASHA personnel, will be publicly felicitated during special civic assemblies scheduled between September 25 and October 7.
The initiative also incorporates widespread community volunteerism, civic engagement, and international diaspora events. Under the “Seva Mera Yogdan” project, 180 specific hubs across all 90 legislative assembly segments will hold organized social service drives encouraging citizens to dedicate at least 25 minutes to blood donation, tree planting, and public sanitation. Globally, Haryanvi diaspora communities across 25 different time zones will join early morning prayer ceremonies coinciding with regional sunrises. The campaign will feature youth entrepreneurship showcases at the National Innovation Challenge in Delhi, “Seva Jyoti” torch processions across rural belts, and musical street theatre productions before culminating on October 17 with the “Jansevak Mahakumbh,” a nationwide convention bringing together 125,000 elected representatives from village councils to parliament.
