Haryana Samadhan Shivir: 55,365 Complaints Resolved In A Year; Nayab Saini Sets 10-Day Deadline For Policy Suggestions

Chandigarh (Balwinder Singh): Haryana Chief Minister Nayab Singh Saini has directed officials to resolve complaints received at Samadhan Shivirs on priority, calling the programme a flagship initiative of the state government.

At a review meeting in Chandigarh on Friday, October 9, Saini said 92,848 complaints were received through Samadhan Shivirs over the past year, of which 55,365 had been resolved.

He asked officials to use technology to improve grievance redressal and ensure that complaints do not remain pending unnecessarily. Deputy commissioners and administrative officials from all districts joined the meeting through video conferencing.

Why Were 5,591 Complaints Reopened?

Saini said the Samadhan grievance redressal system includes a double-verification mechanism and state-level review. Complaints can be reopened for a more detailed examination, with officials contacting complainants by phone to check the status of their cases.

According to the figures shared at the meeting, 5,591 complaints had been reopened at the state level. The Chief Minister also said that around 40,000 complainants were contacted by phone to verify whether their issues had been resolved.

He added that 11,500 complaints were resolved after being reopened. Officials were instructed to improve follow-up and ensure that cases were not closed merely as a formality.

What Deadline Has Saini Set For District Officials?

The Chief Minister directed senior officials to submit 10 suggestions from every district within 10 days for possible policy changes that could help resolve recurring public grievances.

He said deputy commissioners should personally review complaints, while sub-divisional magistrates should also examine cases before deciding on their disposal.

Where existing policies are creating difficulties for residents, the government will consider whether policy changes or administrative intervention could provide relief.

Saini also instructed officials to ensure that every Samadhan Shivir has a responsible officer assigned to oversee the process. He warned that action would be taken against officials if these arrangements were not followed.

What Action Has Haryana Ordered On Reopened Complaints?

Saini said districts where more than 35% of complaints had been reopened should improve their performance and work towards the state average.

During the review, officials from Sonipat, Rohtak, Panipat, Jhajjar, Panchkula and Sirsa discussed complaints in their districts. The Chief Minister was informed that around 10% of complaints in these districts had been reopened.

Issues involving demands, property IDs and police-related matters were among the concerns raised. Saini directed officials to separate demand-related cases and forward them to the headquarters where required.

He also stressed that complaint updates and action-taken reports must be uploaded on time.

What Directions Were Issued For Cleanliness And Road Repairs?

The Chief Minister directed officials to conduct special morning cleanliness drives to address sanitation-related complaints in urban areas.

He also ordered action to fill potholes and said vehicles were being provided to local bodies for sanitation and road maintenance. Contractors who fail to supply vehicles as required under prescribed norms should face strict action, he said.

Saini further directed officials to remove illegal encroachments on ponds and submit suggestions for developing those sites through suitable projects.

The meeting was attended by Chief Secretary Anurag Rastogi, senior officials from the Chief Minister’s Office and the state monitoring and coordination teams, along with district officials.
