Chandigarh (Balwinder Singh) — The Haryana Legislative Assembly on Monday admitted a breach of privilege motion against Congress MLA Jassi Petwar for allegedly making derogatory remarks and casting aspersions on the conduct of the assembly speaker through social media. The motion, tabled on the second day of the ongoing monsoon session by Public Health Engineering Minister Ranbir Gangwa, received the backing of more than 15 legislators before being accepted by the chair and officially referred to the Committee of Privileges for an inquiry.
Tabling the motion in the House, Gangwa stated that the chair has consistently upheld legislative decorum by allocating equitable speaking time to all members, frequently granting even greater leeway to opposition benches during proceedings. The minister expressed strong objection to the opposition lawmaker’s online statements, alleging that Petwar used objectionable language on social media platforms to accuse the speaker of partisan conduct and institutional bias.
Characterising the remarks as a direct assault on the dignity, honour, and authority of the presiding officer, Gangwa argued that the conduct amounted to a clear breach of parliamentary privilege and contempt of the House. Following the endorsement of the motion by members of the ruling benches, the speaker accepted the proposal and directed the Privileges Committee to examine the matter thoroughly and submit its findings.
