CM Saini Launches ‘Drugs-Free Haryana’ Campaign to Pivot Youth Toward Sports and Education

Chandigarh (Balwinder Singh)— Haryana Chief Minister Nayab Singh Saini declared that the fight against drug abuse extends far beyond maintaining law and order, characterising it as a crucial mission to safeguard families, societal values, and humanity. Addressing police personnel as the chief guest at the “One Police, One Pledge – ‘Drugs-Free Haryana'” interactive dialogue held at the Haryana Police Academy in Madhuban, Saini stated that the administration is transforming the anti-narcotics campaign into a massive public movement powered by community participation. The state-wide conclave, which brought together Station House Officers (SHOs) from across the province, aimed to reinforce enforcement metrics and draft comprehensive grassroots intervention strategies.

During the event, the Chief Minister announced several major policy changes and financial upgrades designed to modernise the police force and incentivize anti-drug enforcement. Saini announced that the investigation head allocation will be increased to ten crore rupees to equip Investigating Officers (IOs) with advanced resources required to implement new criminal laws effectively. To motivate personnel executing high-risk operations against drug syndicates, the state will formulate a specialized award policy for Narcotic Drugs and Psychotropic Substances (NDPS) cases, customized after analyzing successful enforcement models in other states. Furthermore, the administration will deploy a software-based end-to-end monitoring system to strictly regulate and track the misuse of dual-purpose pharmaceutical drugs. In an effort to foster healthy professional competition, Saini declared that SHOs who successfully eliminate drug networks within their respective jurisdictions will receive formal state honours following rigorous independent verification.

The Chief Minister directed that police stations must evolve beyond conventional policing units to become active hubs of positive social transformation. He urged SHOs to establish institutional communication channels with local schools, universities, panchayats, non-governmental organizations, and youth clubs to shield the younger generation from criminal networks and substance abuse. Saini emphasized that since modern drug trafficking utilizes sophisticated technology and digital platforms, the police department must upgrade its technological capabilities to dismantle entire supply networks rather than merely arresting low-level peddlers. To formalise this enforcement framework, the government will set up dedicated Anti-Drug Task Forces at the district, sub-division, block, village, and municipal ward levels, integrating local elected representatives, healthcare experts, educators, women’s groups, and chemist associations into the monitoring network.

The state government is simultaneously prioritizing structural infrastructure to facilitate youth rehabilitation and athletic development. Saini ordered the Health and Social Welfare departments to draft a detailed execution blueprint to establish modern de-addiction and rehabilitation centers across all districts, with immediate priority given to highly sensitive zones. Medical officers will also be sent on deputation to enhance healthcare access for police families. Highlighting the administration’s broader vision, the Chief Minister congratulated seventy economically underprivileged students from the state’s Super-100 program who recently cleared the competitive NEET examination to secure medical college admissions. He maintained that the ultimate objective under Prime Minister Narendra Modi’s Viksit Bharat-2047 vision is to direct youth energy away from narcotics and toward playgrounds and educational excellence, cementing Haryana’s position as a premier national sports hub capable of winning global accolades.
