Chandigarh (Balwinder Singh) — Haryana has secured the first position among states and union territories in Category-B of the national iGOT Karmayogi rankings, earning an overall score of 60.72. The nationwide performance assessment reflects the state’s active commitment to civil service capacity building and continuous professional learning across administrative departments.
According to an official communication issued by Chief Secretary Anurag Rastogi, the rankings were compiled by Karmayogi Bharat under the Union Department of Personnel and Training based on operational data recorded up to August 31, 2026. Category-B encompasses states and union territories maintaining an active government workforce between 100,001 and 500,000 personnel. Haryana emerged ahead of Karnataka, which secured second place with 60.47 points, followed by Telangana with 60.39, Gujarat with 60.18, and neighbouring Punjab with 60.06 points.
The evaluation framework is designed to benchmark the adoption of role-based training, digital learning engagement, and structured capacity enhancement among state officials. The central government releases these periodic assessments to assist regional administrations in monitoring administrative readiness and strengthening governance outcomes.
The overall ranking is evaluated against three core performance parameters totalling 100 marks. Formulation of artificial intelligence-driven capacity building plans by state departments accounts for 30 percent, the provisioning of localized role-based courses by states contributes 30 percent, and the active participation of registered personnel completing at least one hour of monthly learning carries the remaining 40 percent weightage. States with a minimum of 25 percent of departments implementing AI-backed training blueprints and those hosting 10 or more live courses qualified for the full marks allotted under the initial two benchmarks.
The Union government has urged all participating jurisdictions to onboard their frontline workforce onto the digital platform and verify total staff counts while promoting a minimum standard of monthly skill acquisition. Currently, the iGOT Karmayogi platform offers more than 700 specialized courses free of cost, spanning emerging domains such as generative AI, cybersecurity, cloud computing, project management, and data analytics. Dedicated learning tracks, including foundational cybersecurity programmes offering the Cyber Suraksha Nipun credential, have also been introduced to bolster administrative security and digital literacy across civil services.
