Chandigarh (Balwinder Singh) — Haryana Chief Minister Nayab Singh Saini has urged state departments to adopt outcome-driven practices, advanced digital systems, and institutional innovations to improve public service delivery, operational transparency, and administrative accountability. During a review meeting held at Chandigarh on Monday, senior officials from the Higher Education Department, Technical Education Department, and Public Works Department presented significant milestones spanning academic quality, research support, digital governance, and infrastructure maintenance.
Presenting major initiatives in higher education, Additional Chief Secretary A.K. Singh stated that the state is transforming 23 government colleges into Model Sanskriti Colleges, establishing at least one centre of institutional excellence in each district by 2029. These institutions will focus on student-centric pedagogy aligned with the National Education Policy 2020, blended digital learning, industry internships, incubation units, and research partnerships. To foster scientific inquiry, the government established the Haryana State Research Fund with an allocation of ₹20 crore for 2025–26, making Haryana the first state to launch such a dedicated framework recognized by NITI Aayog. The state also sanctioned an additional ₹20 crore for higher education quality improvement, approved 90 research projects across diverse fields, provided full reimbursement up to ₹50,000 per patent filing, and rolled out a comprehensive five-day induction training module for nearly 2,000 newly recruited assistant professors. In response, Chief Minister Saini directed officials to set up at least four dedicated teacher-training centres across Haryana, making pre-service training mandatory before any classroom instruction begins.
In technical education, the state has instituted performance-based rankings for government polytechnics to stimulate competitive academic performance and secure National Board of Accreditation status for diploma programs. Top-performing institutes received substantial incentive grants, with Ch. Devi Lal Government Polytechnic in Nathusari Chopta (Sirsa) securing first place with ₹50 lakh, Government Polytechnic Lisana (Rewari) winning second place with ₹25 lakh, and Government Polytechnic for Women in Sirsa securing third place with ₹10 lakh.
Highlighting public infrastructure management, the Public Works Department reported substantial progress under the ‘Mhari Sadak’ digital platform, which has digitized and geo-fenced 63,389 kilometres of the state’s road network. The citizen-centric mobile application allows residents to log road defects and potholes with geo-tagged images, which are automatically assigned to jurisdictional engineers within 48 hours for mandatory resolution within 10 days, followed by post-repair photo verification and contractor defect-liability tracking. Reaffirming the state’s focus on smooth transit, Chief Minister Saini instructed authorities to prioritize immediate repairs, procure mechanized patching equipment across districts, and maintain quality transit corridors to support statewide economic growth and trade.
