Former Delhi Minister Satyendar Jain and Ex-DJB CEO Udit Prakash Rai Among Six Arrested in STP Tender Case

New Delhi (Gurpreet Singh)— Former Delhi Minister and senior Aam Aadmi Party leader Satyendar Jain, alongside former Delhi Jal Board Chief Executive Officer Udit Prakash Rai, has been arrested by the Delhi Anti-Corruption Branch on Tuesday. The arrests form part of an ongoing investigation into alleged criminal conspiracy, tender manipulation, and financial irregularities in contracts awarded for the augmentation and upgradation of sewage treatment plants across the national capital.

The anti-graft agency also took four other individuals into custody, identified as former contractual consultant with the water utility Ankit Srivastava, AN Enterprises proprietor Nagendra Yadav, Euroteck Environment Private Limited owner Raja Kumar Kurra, and Srijanhar proprietor Pankaj Verma. The case originated from a formal complaint filed by the Delhi government’s Directorate of Vigilance, leading to the registration of a First Information Report on May 11, 2024, under Sections 7, 7A, 9, and 13 of the Prevention of Corruption Act along with Sections 420, 409, 418, and 120-B of the Indian Penal Code.

According to findings detailed by the Anti-Corruption Branch and parallel probes by the Enforcement Directorate, technical specifications for four major sewage treatment plant packages issued in 2022 were intentionally structured to favor a proprietary technology. Investigators alleged that mandatory pilot studies were bypassed, essential treated effluent metrics were altered, and competition was suppressed to ensure Euroteck emerged as the sole supplier.

The enforcement agencies have alleged an illicit commission trail of roughly 6.73 crore rupees within a broader suspected proceeds-of-crime calculation estimated at 17.70 crore rupees, routed through banking transactions, hawala channels, and intermediary business entities. Tuesday’s action marks a major development in the scrutiny surrounding civic infrastructure procurement during Jain’s tenure as Delhi’s Water Minister and board chairman.
