Surrey Police Service Enters New Leadership Phase Amid Transition; Interim Chief Reaffirms Stability and Public Safety Focus

Surrey (Rajeev Sharma): The Surrey Police Service (SPS) has entered a new leadership chapter following the Surrey Police Board’s announcement of a senior leadership transition, marking a significant moment in the ongoing evolution of policing in the city.

As part of the transition, SPS formally recognized outgoing leadership, extending appreciation to Norm Lipinski for his five and a half years of service leading the organization, and for an extensive 47-year career in policing. The Service acknowledged his role in shaping key milestones and strengthening policing foundations during a critical period of transformation. Describing the transition as a continuation rather than a disruption, SPS leadership confirmed that an Interim Chief Constable will assume command responsibilities while the Surrey Police Board undertakes a search for the next permanent Chief. The interim leadership emphasized close coordination with the Board to ensure operational stability and continuity of strategic priorities.

“Throughout this transition, our focus remains firmly on keeping people in Surrey safe,” the statement noted, underscoring that frontline policing operations will continue without interruption.

SPS highlighted that its 685 police officers and 513 civilian staff remain fully engaged in core public safety priorities, including tackling extortion-related investigations, organized crime networks, gang activity, and violent crime concerns across the city.

The Service also confirmed that recruitment and onboarding efforts will continue as planned, supporting both experienced and new officers as SPS advances what it describes as the most extensive policing transition in Canadian history.

Since officially becoming Surrey’s municipal police service on November 29, 2024, SPS has continued to expand its community-focused policing model. Officials say the organization remains committed to maintaining momentum, strengthening public trust, and delivering consistent, visible policing throughout Surrey during this leadership transition period.
