Punjab withdraws Unified Building Rules 2025, restores previous regulations

Gurpreet Singh :- In a significant policy reversal, the Punjab Government has withdrawn the Unified Building Rules, 2025 with immediate effect, reinstating the earlier framework governing construction norms across the state. The Housing and Urban Development Department issued an official notification confirming the decision, effectively scrapping the recently introduced system.

The move has been taken under various legal provisions related to urban planning and municipal governance, with the government exercising its statutory powers to annul the 2025 rules. Officials clarified that the withdrawn regulations will no longer hold any validity.

With this decision, all previously repealed building rules and by-laws have been revived. Construction activities across the state will now be governed under the earlier regulatory structure, restoring the status quo.

The notification further stated that the 2025 rules would be treated as if they had never come into force, ensuring continuity in legal and administrative processes under the older framework.

Authorities have also indicated that any practical difficulties arising from the transition will be addressed through separate orders, which have already been communicated to all concerned departments and development authorities.

The decision is expected to have a notable impact on the building and real estate sector, as stakeholders will now have to align their projects once again with the reinstated regulations.
