Chandigarh (Balwinder Singh): In a significant move for state employees, the Haryana Legislative Assembly passed the ‘Haryana Clerical Service (Recruitment and Conditions of Service) Bill, 2026’ during its special session on Monday. Introduced by Chief Minister Nayab Singh Saini, the legislation aims to make the promotion process for Group D (Class IV) staff simpler, faster, and more equitable.
The most notable feature of the bill is the increase in the promotion quota for Group D employees to clerical positions, which has been raised from 20 per cent to 30 per cent. Chief Minister Saini stated that this adjustment will ensure a larger number of employees can advance in their careers, addressing long-standing grievances regarding stagnant promotions.
Key Benefits of the 2026 Bill
The Chief Minister highlighted several transformative changes intended to strengthen the administrative framework:
- Common Cadre Efficiency: Building on the 2018 Group D Act, the common cadre system now ensures that field-level employees receive equal opportunities for advancement across departments, rather than being restricted to their specific wings.
- Faster Career Progression: Previously, employees in many departments had to wait 10 to 15 years for a promotion. The combination of the common cadre, an increased quota, and reduced service period requirements is expected to significantly accelerate this timeline.
- Equitable Opportunities: By streamlining the recruitment and service conditions, the bill removes the barriers that previously limited promotions to a few select posts within individual departments.
Chief Minister Saini expressed regret over the Opposition’s absence during the discussion of such a critical welfare measure, noting that their presence could have led to a broader consensus. He reaffirmed his government’s commitment to protecting the interests of employees and enhancing administrative efficiency.
