National Times Bureau :- IAS officer Anmeet P. Kumar, wife of late Haryana ADGP Y. Puran Kumar, has lodged a formal complaint accusing DGP Shatrujeet Singh Kapur and Rohtak SP Narendra Bijarniya of abetting her husband’s suicide.
The complaint, filed under Section 108 of the Bharatiya Nyaya Sanhita (BNS), 2023 — which pertains to abetment of suicide — also invokes sections of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. Anmeet has urged authorities to register an FIR and arrest the two senior officers immediately.
On Tuesday, ADGP Y. Puran Kumar allegedly shot himself with his service revolver while sitting in his Sector 11, Chandigarh home. Police recovered a suicide note and a will, in which Kumar mentioned work-related distress and professional dissatisfaction.
At the time of the tragedy, Anmeet, a 2001-batch IAS officer from the Haryana cadre, was in Japan with an official delegation led by Chief Minister Nayab Singh Saini.
In her statement, Anmeet described herself as both a “grieving wife and a responsible public servant,” alleging that constant professional harassment, caste-based bias, and personal humiliation drove her husband to end his life on October 7, 2025.
The nine-page suicide note, recovered from the couple’s home, named several senior officers, including DGP Kapur, outlining instances of alleged harassment. Kumar claimed that Kapur had ensured his own arrears were paid from January 1, 2015, but blocked similar benefits for Kumar and his entire 2001 IPS batch, causing major financial losses.
He further accused the DGP of misusing rules to deny him official housing in Panchkula, filing a false affidavit through another officer to obstruct his request, and withdrawing his official vehicle in November 2023 to “deliberately harass” him.
The note also alleged that Kapur made “factually incorrect and casteist remarks” in his Annual Performance Appraisal Report (APAR) and circulated humiliating communications within the internal police network to discredit him.
“This was deliberately done only to humiliate me in public view and harass and insult me,” the note stated.
Kumar also mentioned that anonymous complaints were entertained and leaked to the media and that attempts were made to initiate disciplinary proceedings against him on matters under the Election Commission of India’s jurisdiction.
