The festival was taking place at East 41st Avenue and Fraser Street, celebrating Filipino culture and community.
The Vancouver Police Department confirmed that the driver responsible for the horrifying crash has been arrested. Authorities are still investigating the motive behind the incident. The driver’s identity and further details have not yet been released.
