State-Level Mock Drill Conducted in Dera Bassi to Tackle Chemical Disasters; NDRF Leads Toluene Leak Simulation

Derabassi (SAS Nagar), March 6, 2025:
As a part of statewide mock exercise to prevent Chemical Disaster, National Disaster Response Force’s 7th Batallion from Ponjore in coordination with District Administration, Sahibzada Ajit Singh Nagar conducted a drill at Punjab Chemical and Crop Protection Limited, Derabassi, today.

Divulging the details, Sub Divisional Magistrate, Amit Gupta who is also happened to be incident  commander under Disastera Management, said that a dummy scenario ofToluene Leakage during refilling from tanker was created to exercise the mock drill operation.

Detailing the sequence of actions, he said that the alarm system rang on detection of Toluene leakage at connecting hose valve during unloading of a Tanker. The workers got trapped at the instance, after sounding an alarm, the safety team tried to evacuate them and launched rescue operations within their resources.

Considering severity of situation, PCCPL safety team called District Administration to rescue 04 trapped workers. Accordingly, District Administration activated Incident Response System and requisitioned NDRF team to evacuate the 04 trapped victims.
The NDRF team arrived at the incident site and evacuated 04 trapped victims, while the fire fighting team sprayed water on the scene to avoid a temperature surge above the Flash point of Toluene.

The team shut the leaked valve in coordination with the PCCPL safety team and recorded the leakage to zero PPM. The stakeholders present at site played their respective roles, as per Dsitrict Disaster Management Plan. All rescuers underwent Decontamination after completion of rescue and evacuation operations.

Among the 204 participants of the  mock drill operation, Brig Ravinder Gurung (Retd), Senior Consultant, National Disastor Management Authority, 15 persons from Fire Services, 12 personnel from Punjab police, 10 Persons from District Administration, one consultatnt from State Disaster management consultant, two representatives from PWD, 12 from NGO, 12 from Public health, two from DFSC, 03 from Irrigation, 05 from Home Guards, 04 from MSME, 05 from Animal Husbandry, Two from Electricity, 02 from Director Factories, 35 from NDRF, 80 from PCCPL were included.
