Chandigarh (Balwinder Singh): Haryana Chief Minister Nayab Singh Saini on Monday asserted that the global landscape is undergoing unprecedented transformations, bringing complex challenges such as Artificial Intelligence (AI), cyber security, climate change, escalating energy demands, digital economies, and social disparities to the forefront. Addressing a high-level legislative gathering, Saini emphasized that resolving these modern crises is beyond the scope of mere administrative decisions, requiring widespread public awareness, robust social participation, and proactive legislative leadership.
The Chief Minister was speaking at the inaugural session of the three-day conference of the Commonwealth Parliamentary Association (CPA) India Region, Zone-2, hosted under the aegis of the Haryana Legislative Assembly in Chandigarh. The prestigious event was officially inaugurated by Lok Sabha Speaker Om Birla, in the presence of Rajya Sabha Deputy Chairman Harivansh Narayan Singh, Haryana Assembly Speaker Harvinder Kalyan, Deputy Speaker Dr. Krishan Middha, and Haryana Parliamentary Affairs Minister Mahipal Dhanda. The national symposium serves as a collaborative platform for presiding officers, deputy presiding officers, and legislators representing fifteen state legislatures across the country, and featured a special documentary screening on the history of Haryana during its opening session.
Welcoming the national dignitaries, Chief Minister Saini remarked that the Haryana Legislative Assembly is a living heritage that has given voice to public aspirations and hosted historic democratic milestones over the last six decades. Recalling the state’s inception in 1966, Saini noted that despite initial skepticism regarding its size and limited resources, the people of Haryana embraced the spiritual philosophy of the Gita—to focus on actions without being deterred by challenges—and established the state as a frontrunner in national building across agriculture, sports, defense, and industrial innovation.
Focusing on the core theme of the conference, “The Role of Aware Society and Legislators in Tackling Future Challenges and Realizing the Goal of Developed India,” Saini stated that Prime Minister Narendra Modi’s vision of “V विकसित भारत @2047” is a collective national resolve for 140 crore citizens rather than a mere slogan. He outlined that the state has already formalized its roadmap by unveiling the comprehensive ‘Haryana Vision Document-2047’, which was released by Union Home Minister Amit Shah on December 24, 2025. The strategic document targets transforming Haryana into a 1 trillion dollar economy with a per capita income exceeding 40 lakh rupees by 2047.
To seamlessly integrate future technologies into public governance, Saini highlighted that the state government established a dedicated Department of Future in 2025—a first-of-its-kind institutional initiative in India. Furthermore, specialized bodies like the Arjun Special Purpose Vehicle (SPV), the Department of Foreign Cooperation, and the Haryana Innovation Forum have been set up to foster collaboration among government bodies, industries, academia, and startups. To ensure lawmakers are fully equipped to drive this transformation, the Chief Minister announced that a specialized brainstorming camp (Chintan Shivir) will be organized for all Haryana legislators to evaluate individual constituency needs. Saini concluded by urging public representatives to develop deep legislative insights into contemporary socio-technical matters, including the ethical balance between Artificial Intelligence and human rights, to effectively steer sustainable development.
