Kolkata (Gurpreet Singh): In a significant administrative overhaul following the recent assembly elections, the newly formed Bharatiya Janata Party government in West Bengal has appointed Manoj Agarwal as the state’s new Chief Secretary. An official order issued on Monday confirmed that Agarwal, a seasoned 1990-batch IAS officer of the West Bengal cadre, will take over the top bureaucratic post under the leadership of Chief Minister Suvendu Adhikari. This appointment marks a pivotal shift in the state’s governance as the BJP begins its maiden term in Bengal after securing a decisive victory with 207 seats in the 294-member assembly.
Agarwal is a distinguished alumnus of IIT Kanpur and has built a robust administrative reputation over more than three decades. Prior to this appointment, he served as the state’s Chief Electoral Officer, where he oversaw the high-stakes electoral roll cleanup known as the SIR exercise. This initiative, which saw the removal of approximately 91 lakh voters from the rolls, was a point of intense political contention. While the BJP praised the move as an essential step toward ensuring electoral integrity, the Trinamool Congress criticized the drive as an attempt to disenfranchise voters. His tenure in various departments, including Food and Supplies, Fire and Emergency Services, and Forest, has established him as a versatile leader capable of handling complex provincial and central responsibilities.
The outgoing Chief Secretary, Dushyant Nariwala, has been reassigned to the position of Principal Resident Commissioner in New Delhi. Nariwala, a 1993-batch IAS officer, had been placed in the top role by the Election Commission during the election period, replacing Nandini Chakravorty. The transition comes at a time when the new administration is eager to streamline infrastructure and public policy. Agarwal’s previous work as the chairman of the State Highways Authority, specifically his involvement in the 7.8-kilometre elevated corridor project over the Kona Expressway, highlights his focus on modernizing the state’s connectivity to the Kolkata port.
Agarwal’s career has not been without its share of drama. During the Covid-19 pandemic, while serving as the Principal Secretary of the Food and Supplies Department, he insisted that the distribution of food coupons be managed by government officials rather than political representatives. This principled stance reportedly led to friction with the previous administration, resulting in his transfer to the forest department before his eventual return to the spotlight as the Chief Electoral Officer. His experience in navigating such political sensitivities is seen as a major asset for the Adhikari government.
Although Agarwal is scheduled to reach the age of retirement this July, insiders at the state secretariat suggest that an extension is almost certain. The government appears keen to utilize his expertise to oversee the implementation of major public policies and infrastructure upgrades. As the BJP looks to solidify its influence in the region and deliver on its campaign promises, Agarwal is expected to play a central role in steering the state’s administrative machinery through this new political chapter.
