Haryana Signs Two Major MoUs to Boost Quality Standards in Construction and Agriculture

Chandigarh, December 3 — Haryana took a significant step toward strengthening quality standards across public construction and agricultural markets with the signing of two major Memorandums of Understanding (MoUs) in the presence of Chief Minister Nayab Singh Saini at the Haryana Civil Secretariat on Wednesday. The agreements were finalized between the Haryana Quality Assurance Authority (QAA), the Quality Council of India (QCI), Delhi, and the National Accreditation Board for Testing and Calibration Laboratories (NABL).

The MoUs were signed by Rajiv Arora, Chairperson of QAA Haryana, and Chakravarti T. Kannan, Secretary General of QCI. NABL Chairman Dr. Sandeep Shah was also present at the ceremony.

Chief Minister Saini said the agreements will not only enhance technical efficiency and quality management systems across the state but will also improve the reliability, safety, and durability of public infrastructure projects. He added that the partnership with NABL will transform Haryana’s agricultural and mandi system by making it more scientific and modern.

He directed departments to prioritize the establishment of NABL-accredited laboratories in mandis so that farmers can access scientific testing facilities without delay. With the installation of advanced moisture-measuring machines, farmers will be able to get fast and accurate assessments of crop quality, making the procurement process more transparent.

The Chief Minister emphasized that Haryana is rapidly expanding its roads, bridges, buildings, and urban infrastructure. Ensuring that every project meets high-quality and scientific standards remains the government’s top priority. He said the MoUs will help engineers, technical experts, and construction agencies adopt modern technologies and advanced quality systems, improving both the pace and precision of project execution.

Under the MoU with QCI, the state’s engineers, site supervisors, and contractors will receive extensive technical training. The training will focus on BIM, GIS, drone technology, and digital construction management, along with safety standards, environment-friendly construction practices, waste management, and pollution control. This will enhance departmental capabilities and improve DPR preparation, design verification, and site supervision quality.

The MoU with NABL aims to strengthen Haryana’s laboratory testing ecosystem by making it more credible and transparent. NABL-accredited labs function under national and international standards, ensuring that government project test reports become more reliable and scientifically valid. The agreement will also improve monitoring capacity, reduce testing errors, and help projects finish on time.

The initiative marks a major stride by the state government to modernize and elevate quality standards in public works and laboratory testing systems.

Senior officials present at the event included Principal Secretary to the Chief Minister Rajesh Khullar, Chief Secretary Anurag Rastogi, Additional Principal Secretary Dr. Saket Kumar, and other top officers.
