Chandigarh (Balwinder Singh): The Directorate of Elementary Education in Haryana has issued a strict directive to all District Elementary Education Officers across the state, mandating the rapid and accurate settlement of loan waiver cases concerning deceased teachers. The department has made it clear that any administrative delays or lapses in this process will not be tolerated, and the concerned officials will be held personally accountable for negligence.
An official spokesperson for the department revealed that district offices frequently forward the loan files of deceased employees to the headquarters without conducting proper initial inspections. This lack of scrutiny leads to unnecessary delays in resolving the cases, creating an avoided financial burden on both the department and the state government. In response to these ongoing inefficiencies, the Assistant Director of the Audit and Accounts Branch has taken a firm stance, ruling that any future loan waiver requests must first be thoroughly verified and authenticated by the respective sectional accounts officer before being processed. Furthermore, if the deceased employee had secured a loan through Punjab National Bank, the precise calculations must be directly verified by the bank.
To ensure greater transparency and streamline the entire procedure, the directorate has instructed that the relevant Drawing and Disbursing Officer (DDO) must explicitly document the original loan amount sanctioned along with the exact outstanding balance. A comprehensive calculation detailing both the principal amount and accrued interest must be submitted to the headquarters in a strictly standardized format. This measures aims to accelerate case clearance and prevent future legal disputes or unnecessary litigation.
