Chandigarh (Balwinder Singh): Haryana Chief Minister Nayab Singh Saini launched the ‘Haryana Progressive MSME and Export Promotion Policy 2026’ in Karnal on Monday, establishing a five-year roadmap aimed at transforming the state’s 15 lakh micro, small, and medium enterprises into primary engines of economic expansion. The policy launch took place during a special ceremony marking Haryana’s entry into its seventh decade, attended by Assembly Speaker Harvinder Kalyan, Industries Minister Rao Narbir Singh, and prominent representatives from business and financial sectors. The framework aims to attract over 55,000 crore rupees in manufacturing investments, create more than 5 lakh new jobs, and double state exports by 2031.
The comprehensive initiative encompasses 60 strategic measures focusing on finance accessibility, industrial infrastructure, technology adoption, export support, and sustainable development. To provide centralized institutional assistance, the government is establishing a dedicated Directorate of MSMEs to help businesses access capital, modernize operations, and enter global supply chains. Under the Haryana Enterprise Development Mission, participating enterprises will receive capital investment subsidies, interest subventions, stamp duty reimbursements, and financial support for research, automation, and artificial intelligence integration. A State Venture Capital Fund and a Sectoral Credit Guarantee Fund are also planned to facilitate collateral-free loans.
In addition to encouraging new ventures, the policy emphasizes regional decentralization to ensure industrial growth benefits every district across Haryana rather than remaining confined to major urban centres. To enhance global competitiveness, the framework introduces the Chief Minister First Exporter Incentive Scheme alongside the Haryana Export Hub to streamline international documentation, logistics, and trade compliance. Chief Minister Saini also launched ‘Haryana Udyog Sathi,’ an artificial intelligence-powered multilingual platform operating in English, Hindi, Hinglish, Haryanvi, and Punjabi to assist entrepreneurs with scheme details and application procedures. The policy incorporates eco-friendly initiatives supported by a Green Investment Fund to encourage zero liquid discharge systems and sustainable packaging practices.
