Chandigarh (Balwinder Singh)— In a major move to deliver long-term employment stability and economic protection to municipal sanitation staff, the Haryana Government has approved bringing sweepers employed on municipal rolls under the purview of the Haryana Contractual Employees (Security of Service) Act, 2024. Chief Minister Nayab Singh Saini has granted in-principle approval to the proposal, extending near-parity benefits with regular public servants to thousands of frontline municipal workers across the state.
The policy initiative impacts 13,093 municipal-roll sanitation workers who currently receive a monthly remuneration of 20,590 rupees. Bringing these personnel under the statutory umbrella ensures guaranteed job security up to the age of 60 years, protecting their livelihoods from contractual uncertainty. Recognising the hazardous conditions and vital public health services rendered daily by these workers, the administration has also sanctioned an additional risk allowance of 2,000 rupees per month.
Expanding on statutory benefits, the state government has agreed in principle to provide an additional 15 percent payout over and above the regular entitlements under the Act. Consequently, sanitation workers who have served on municipal rolls for over ten years will see their monthly earnings rise to 25,560 rupees. In addition, the administration has approved semi-annual dearness allowance revisions to protect earnings against cost-of-living adjustments.
The statutory framework further guarantees essential social security provisions, including death-cum-retirement gratuity, maternity leave, and ex-gratia financial support through the Haryana Kaushal Rozgar Nigam framework. Reaffirming its commitment to the dignity of sanitation workers who keep urban centers hygienic under challenging circumstances, the state government noted that these safeguards are aimed at securing long-term economic independence, stability, and institutional respect for grassroots employees.
