Chandigarh (Balwinder Singh): Haryana Chief Minister Nayab Singh Saini on Saturday presented his government’s report card as it completed two years of its third consecutive term, stating that 76 of the 217 commitments made in its election manifesto had been fulfilled. Work on the remaining 141 promises is underway, he said.
Addressing a press conference in Chandigarh on October 17, 2026, Saini outlined the government’s stated priorities, including employment, farmers’ welfare, financial assistance for women, healthcare and education. Education Minister Mahipal Dhanda and Agriculture and Farmers’ Welfare Minister Shyam Singh Rana were also present at the event, where the chief minister released a booklet detailing the government’s work over the past two years.
Saini thanked the people of Haryana for their support and said the government aimed to serve the state’s approximately 2.8 crore residents through transparent administration and welfare-oriented policies.
Which Election Promises Has The Haryana Government Fulfilled?
According to Saini, several key commitments have been implemented during the government’s first two years in office.
Among the initiatives he highlighted was the Deen Dayal Lado Lakshmi Yojana, under which eligible women are to receive financial assistance of Rs 2,100 per month. He also cited the procurement of all crops at the minimum support price (MSP) and legislation providing for a five-year prison term for those involved in manufacturing or selling counterfeit fertilisers, seeds and pesticides.
Other measures listed by the chief minister included legislation aimed at tackling fraudulent migration routes, a government job guarantee for eligible Agniveers from Haryana, and free dialysis services for kidney patients at government district hospitals and medical colleges.
Saini also referred to free treatment worth up to Rs 5 lakh for senior citizens aged above 70 under the Ayushman Bharat scheme, job security measures for contractual employees, and the granting of ownership rights to certain pre-statehood lessees.
The government says these measures form part of its broader commitment to welfare and development. Its claim that 76 manifesto commitments have been completed was presented as an official assessment at the press conference.
Haryana Government Says 46,500 Youths Have Received Jobs
Employment was another major focus of the chief minister’s address. Saini said the government had provided jobs to 46,500 young people so far, asserting that recruitment was being conducted on merit rather than through political recommendations.
Referring to the Haryana Civil Services (HCS) examination results, he said the recruitment process reflected a change in the system and allowed candidates to focus on studies and competitive examinations.
The chief minister criticised the previous Congress governments, alleging that recruitment had been affected by favouritism, nepotism and corruption. He also accused the previous administration of concentrating development in selected parts of the state while neglecting other regions.
Saini further took aim at Congress leaders who, he said, were now attempting to reach out to people despite allegedly failing to engage with the public while in power. These remarks formed part of his broader criticism of the opposition during the government’s anniversary press conference.
Saini Highlights Centre’s Support And Development Agenda
The chief minister said the state government’s development agenda was aligned with Prime Minister Narendra Modi’s vision of a developed India by 2047.
He said policies were being framed around farmers’ prosperity, economic support for poorer households, employment opportunities for young people, women’s welfare, and improvements in education and healthcare.
Saini also cited the Prime Minister’s visits to Haryana, claiming that 18 visits had brought projects worth more than Rs 86,000 crore to the state. He added that Haryana had received more than Rs 7 lakh crore through various central government schemes over the past 12 years.
The figures were cited by the chief minister while describing the Centre’s contribution to the state’s development.
Chief Minister Questions Punjab Government Over Drug Abuse
Saini also turned his attention to Punjab, questioning the Aam Aadmi Party government over its promises to tackle drug abuse.
He asked what progress had been made on commitments to reduce the problem within three to six months. He alleged that the Punjab government had lost valuable time and that people remained reluctant to report drug-related activity because of fear.
The remarks extended the political exchange beyond Haryana, with Saini calling on the Punjab government to explain its performance on the issue.
He also praised Prime Minister Modi’s working style and referred to his own visit to Sweden, claiming that people there had shown interest in India and investment opportunities. He attributed this interest to the Prime Minister’s policies and criticised Congress leader Rahul Gandhi over his understanding of their impact.
What Lies Ahead For Haryana?
With 141 of its 217 manifesto commitments still listed as being in progress, the government’s next phase will involve completing the outstanding promises, according to the figures presented by Saini.
The chief minister reiterated that the government intended to pursue development while focusing on employment, welfare schemes and public services. The two-year report card provides the administration’s account of its progress; the completion and implementation of individual commitments will remain central to assessing delivery over the rest of its term.
