Haryana Government Approves Promotion of 27 HCS Officers to IAS Rank

Chandigarh, February 27, 2025 – The Haryana government has approved the promotion of 27 Haryana Civil Services (HCS) officers to the Indian Administrative Service (IAS). This decision was taken by a committee chaired by Chief Minister Nayab Saini and includes officers from the 2002 to 2004 batches. The final approval for these promotions will now rest with the Union Public Service Commission (UPSC), to which the state government will send the necessary files.

Initial Proposal and Challenges

The Haryana government had previously submitted a proposal for the promotion of 2002 batch HCS officers to UPSC. However, the process faced hurdles as the Anti-Corruption Bureau (ACB) launched investigations against former members of the Haryana Public Service Commission (HPSC) for alleged corruption. Some HCS officers, selected by HPSC, were also under scrutiny, leading UPSC to delay its decision. UPSC later sought clarifications from the Haryana government, and after reviewing legal opinions, the promotion process was finally allowed to proceed.

Promotion Process and Allocation of IAS Posts

Now, Haryana has initiated the promotion process for officers from the 2002, 2003, and 2004 batches simultaneously. The allocation of IAS positions for different years is as follows:

2020 Batch – 3 posts

2021 Batch – 4 posts

2022 Batch – 8 posts

2023 Batch – 10 posts

2024 Batch – 2 posts

A total of 27 HCS officers have been shortlisted for IAS promotion. Some of the notable names include:
Veena Hooda, Surender Singh, Jagdeep Dhanda, Dr. Sarita Malik, Kamlesh Kumar Bhadu, Munish Nagpal, Kuldhir Singh, Vatsal Vashisht, Jagnivas, Mahabir Prasad, Mahendra Pal, Satpal Sharma, Sushil Kumar, Varsha Khangwal, Virendra Sahrawat, Satendra Duhan, Manita Malik, Satbir Singh, Amrita Siwach, Yogesh Kumar, Dr. Vandana Disodiya, Dr. Subhita Dhaka, Jaideep Kumar, Sanvartak Khangwal, Anurag Dhaliya, Yogesh Kumar Mehta, and Naveen Kumar Ahuja.

The promotion process is now in its final phase. Once UPSC grants approval, these officers will officially assume their roles as IAS officers.
