Haryana Chief Minister Orders Strict Action for Substandard Governance in Infrastructure Projects

Chandigarh (Balwinder Singh): Haryana Chief Minister Nayab Singh Saini has stated that no compromise will be made regarding the quality of public infrastructure projects across the state. Chairing a high-level review meeting of the Quality Assurance Authority in Chandigarh on Tuesday, the Chief Minister directed administrative heads to ensure absolute adherence to established engineering metrics for all government buildings, transit infrastructure, and public works. Saini issued explicit instructions that any instances of official negligence, compromised material quality, or structural deviation must be met with stringent punitive action against the responsible engineers and contractors.

During the session, the Quality Assurance Authority presented an exhaustive technical audit report utilizing photographic and digital evidence to highlight current structural discrepancies across key departments, including the Haryana State Agricultural Marketing Board, irrigation, and public works. In a major policy expansion, the Chief Minister mandated that the authority will now periodically inspect and audit Haryana government-funded projects executed by central public sector undertakings alongside standard state department works. Saini emphasized that public funds must be utilized efficiently to build durable assets, instructing administrative secretaries to rectify reported defects within a strict timeline and permanently remove arbitration clauses from future engineering contracts.

To further strengthen operational transparency and oversight, the administration announced plans to integrate all technical audit findings directly into the Haryana Engineering Works portal and the Chief Minister’s real-time dashboard. The government is also fast-tracking the recruitment of Sub-Divisional Officers and Junior Engineers while deploying Third-Party Inspection and Monitoring Agencies to oversee large-scale projects. Furthermore, QAA Chairman Rajiv Arora announced that an advanced technical training programme for state engineers will commence on August 5, 2026, starting with four hundred personnel from the Panchayati Raj department. The state is currently finalizing the draft of the proposed Quality Assurance Authority Act, which the administration plans to introduce in the upcoming assembly session to establish a legally binding framework for infrastructure accountability.
