CALGARY (Rajeev Sharma): Calgary is introducing tougher penalties and stronger enforcement measures against unauthorized fireworks, sending a clear warning to illegal sellers and those using fireworks without permits. The amended Fire Operations and Fees Bylaw took effect September 22, 2026.
Under the new rules, fines for illegally selling fireworks have increased fourfold, from $750 to $3,000. The penalty for discharging fireworks without a permit has doubled from $500 to $1,000.
A new $1,000 fine also applies to carrying or setting up fireworks for use in public places, including parks and streets. This provision gives enforcement officers the authority to intervene before fireworks are discharged, helping prevent potentially dangerous situations.
The tougher measures follow 183 fireworks-related service requests received through the City’s 311 system between 2023 and 2025. The City says existing penalties were not providing an effective deterrent compared with those in other municipalities.
Calgary Fire Marshal Glenn Baxter said the amendments would strengthen enforcement and help reduce risks to residents, property and public spaces. Community Standards Chief Ryan Pleckaitis reiterated that public safety must come first.
The City is also coordinating a broader operational strategy involving the Calgary Fire Department, Calgary Police Service and Emergency Management & Community Safety. The plan will strengthen education, enforcement and event preparation during major celebrations, including Diwali, Stampede and New Year’s Eve, with implementation beginning in Q4 2026.
At the same time, Calgary is encouraging community-led, City-supported celebrations by helping organizations access grants, permits, logistical assistance and event-planning support.
The message is clear: Calgary welcomes cultural celebrations, but unauthorized fireworks sales and unsafe use in public spaces will face tougher penalties.
