Chandigarh (Balwinder Singh): In a significant move aimed at accelerating industrial development and streamlining business operations, Haryana Chief Minister Nayab Singh Saini disbursed more than ₹311.25 crore in financial incentives directly to 670 industrial beneficiaries on Thursday. The funds were transferred seamlessly through the state’s digital e-Kuber treasury platform under several flagship programmes managed by the Directorate of Micro, Small, and Medium Enterprises (MSME) alongside the Directorate of Industries and Commerce. The distribution marks the tangible implementation of commitments outlined in the state budget, designed to eliminate procedural bottlenecks and foster a competitive investment environment across Haryana.
Addressing media representatives during a press conference at Haryana Niwas in Chandigarh, Chief Minister Saini highlighted the government’s systematic approach toward financial disbursements. He explained that the state has operationalised a clear and predictable timetable for corporate assistance submitted through the Invest Haryana portal. Under this framework, 50 per cent of the approved incentive amount is released as an advance within just seven working days following primary scrutiny. The remaining 50 per cent is subsequently credited within 45 working days once comprehensive verification is completed. Saini emphasised that timely liquidity is indispensable for business viability, ensuring that growing enterprises receive vital capital without encountering bureaucratic delays.
The ₹311.25-crore disbursement covers a diverse cross-section of Haryana’s manufacturing and service sectors. Under the Haryana Enterprises and Employment Policy (HEEP) overseen by the MSME department, 539 small-scale entrepreneurs received a total of ₹45.44 crore. Larger investments also received significant reinforcement, with the Directorate of Industries disbursing ₹144.16 crore under HEEP to 16 mega and large industrial operations. Meanwhile, four enterprises under the Logistics, Warehousing, and Retail Policy secured ₹9.29 crore in financial support to strengthen regional supply chain networks.
Targeted sector-specific initiatives accounted for the remaining allocations, demonstrating the administration’s broad industrial priorities. A total of ₹65.18 crore was disbursed to 98 beneficiaries under the Aatmanirbhar Textile Policy, while 10 developers operating under the Plug and Play Scheme received ₹24.53 crore to support turnkey industrial infrastructure. Additionally, two units under the Programme to Accelerate Development for MSME Advancement (PADMA) were granted ₹20.54 crore, alongside an allocation of ₹2.11 crore dedicated to a development initiative under the Micro and Small Enterprises Cluster Development Programme.
Haryana Industries and Commerce Minister Rao Narbir Singh noted that the prompt delivery of these funds reflects the administration’s resolve to translate economic policies from paper into practice. He reiterated that the ongoing push for transparent disbursement mechanisms is directly linked to generating stable, quality employment opportunities for youth across every district of the state.
