Chandigarh (Balwinder Singh) — The Haryana Government has directed all state departments, boards, corporations, and public authorities to strictly comply with Section 4 of the Right to Information (RTI) Act, 2005, by proactively uploading mandatory public records onto their official websites. The administrative directive, issued by Chief Secretary Anurag Rastogi, aims to streamline public access to government records and ensure greater transparency across all state administrative bodies.
The instructions follow an order issued by the Haryana State Information Commission on June 22, 2026, under Section 18(2) of the RTI Act regarding compliance enforcement. The commission emphasized that the core objective of Section 4 is to foster institutional accountability while reducing the necessity for citizens to file individual RTI applications for routine public data.
Rastogi clarified that proactive disclosure is not merely an administrative formality and mandated that public authorities host comprehensive operational details on their portals. The mandatory disclosures encompass organizational structures, functions and duties, employee particulars, decision-making processes, regulatory guidelines, document categories, budgetary allocations, subsidy programmes, and contact information for designated Public Information Officers. Public authorities have also been instructed to conduct periodic reviews and regularly update website contents to ensure citizens have continuous access to accurate, up-to-date information.
