Chandigarh (Balwinder Singh): Haryana Chief Minister Nayab Singh Saini launched the ‘Haryana Progressive MSME and Export Promotion Policy 2026’ in Karnal on Monday, establishing a five-year roadmap aimed at transforming the state’s 15 lakh micro, small, and medium enterprises into primary engines of economic expansion. The policy targets attracting over 55,000 crore rupees in manufacturing investments, creating more than 5 lakh new employment opportunities, and doubling the state’s total exports by 2031.
The newly introduced framework encompasses 60 strategic initiatives focused on access to finance, infrastructure development, technology adoption, export facilitation, and sustainability. To provide institutional support, the state government is setting up a dedicated Directorate of MSMEs to serve as a single point of assistance for investment, modernization, and market access. Under the Haryana Enterprise Development Mission, eligible MSMEs will receive capital investment subsidies, interest subsidies, stamp duty reimbursements, employment generation assistance, and funding for research, automation, and artificial intelligence integration. The government also proposed establishing a State Venture Capital Fund and a Sectoral Credit Guarantee Fund to facilitate collateral-free loans.
To expand the global footprint of local enterprises, the policy includes the ‘Chief Minister First Exporter Incentive Scheme’ to support first-time exporters, alongside the creation of the ‘Haryana Export Hub’ to streamline international logistics, documentation, and compliance. Additionally, Chief Minister Saini launched ‘Haryana Udyog Sathi,’ an AI-based multilingual portal operating in Hindi, English, Hinglish, Haryanvi, and Punjabi to help entrepreneurs navigate government schemes, eligibility criteria, and application procedures via voice and text. The policy also emphasizes green manufacturing by incentivizing effluent treatment plants, renewable energy adoption, and zero liquid discharge systems, supported by a dedicated Green Investment Fund and targeted support for women, Scheduled Caste, persons with disabilities, and first-generation entrepreneurs.
