Chandigarh (Balwinder Singh): The Haryana government has selected Mahendragarh and Kaithal districts for the pilot implementation of a new digital booking and transparent distribution system for subsidised fertilisers. The decision was finalized on Monday during a high-level review meeting chaired by Chief Secretary Anurag Rastogi in Chandigarh, where officials also examined mechanisms to link crop data from the ‘Meri Fasal Mera Byora’ portal directly with the state’s Farmer Registry. Following the field-level testing in these two districts, the state government plans to consider expanding the digital framework across all remaining districts in Haryana.
Under the proposed Framework for Fertiliser Sales, farmers will be required to submit their fertiliser requirements in advance through a dedicated mobile application or web portal. The digital platform will allow cultivators to select their preferred authorised sales outlet. Upon approval of the advance booking, farmers will receive a unique QR code or token to collect their allotted fertiliser from the designated centre. This structured system aims to replace traditional walk-in purchases, enabling the administration to estimate demand beforehand and streamline supply chain management effectively.
Additional Chief Secretary for Agriculture and Farmers’ Welfare Vijayendra Kumar explained that fertiliser allocations will be calculated based on declared crop types and cultivated acreage. Cultivators will be able to request recommended quantities or lesser amounts as per official agricultural norms. Authentication for the service will be supported through Aadhaar-based biometric e-KYC or one-time password verification. To assist farmers who may lack digital access, services will also be facilitated through Common Service Centres, cooperative societies, authorised retailers, departmental sub-depots, and agricultural extension workers.
The meeting also reviewed the procedural integration between the ‘Meri Fasal Mera Byora’ portal and the national AgriStack-based Farmer Registry. During seasonal crop registrations, verified land parcel details selected from revenue records will be transmitted securely to the registry to generate a unique digital Farmer ID. While the Agriculture and Farmers’ Welfare Department will manage system operations, data validation, and grievance redressal, the Revenue Department will assist by providing updated land records and resolving landholding disputes.
