Chandigarh (Balwinder Singh): Haryana Industries and Commerce Minister Rao Narbir Singh directed administrative officials to eliminate unnecessary procedural delays for investors at the district level. Chairing a comprehensive review meeting at the NIC Centre in the Haryana Civil Secretariat, the minister asserted that if an application contains any deficiencies or discrepancies, the concerned department must log all relevant objections simultaneously rather than raising them piecemeal. This administrative change aims to protect investors from making repetitive visits to government departments, ensuring the swift, transparent, and time-bound issuance of critical industrial clearances. The high-level meeting was attended by key administrative figures, including Industries and Commerce Commissioner and Secretary Dr. Amit Kumar Agarwal, Director General Yash Garg, and HSIIDC Managing Director Sushil Sarwan, alongside regional environment officers and industrial estate managers.
During the session, Dr. Amit Kumar Agarwal revealed that the state is developing an enhanced Unified Single Window System portal integrated directly with the land records of the Revenue Department. The upcoming digital portal will feature real-time data regarding vacant industrial plots across all HSIIDC estates. To assist business owners in evaluating manufacturing sites, the system will leverage Geographic Information System technology to display proximity to critical infrastructure, such as the nearest railway stations, high-voltage power grids, and municipal water sources. Furthermore, the portal will establish integrated document collection hubs and provide comprehensive regulatory compliance maps. Alongside these industrial updates, the minister took note of mounting public grievances concerning Resident Welfare Associations in group housing projects, ordering the immediate drafting of structural policy updates to the Apartment Ownership Act to resolve local resident issues.
The Micro, Small, and Medium Enterprises department outlined additional support mechanisms, confirming the deployment of Business Development Services helpdesks and dedicated ‘Udyog Sathi’ advisors to guide entrepreneurs through complex regulatory frameworks. The state will soon launch the ‘Sangam Portal,’ an online tracking platform designed to promote sustainable growth by incorporating the Central government’s ‘Zero Effect, Zero Defect’ manufacturing standards. Concluding the review, the Industries Minister reiterated the state government’s commitment to fostering a competitive business environment, urging inter-departmental coordination to guarantee clear communication channel access and predictable operational timelines for domestic and international corporations.
