Chief Minister Nayab Singh Saini Approves High-Tech Vision 2047 Roadmap to Overhaul Haryana’s Higher Education System

Chandigarh (Balwinder Singh): Haryana Chief Minister Nayab Singh Saini has finalized an ambitious five-year roadmap aimed at transforming the state’s higher education ecosystem into a world-class, technology-driven hub. Chaired at the Haryana Civil Secretariat in Chandigarh on Thursday, the comprehensive review meeting centered on the “Haryana Vision-2047” initiative. The session focused deeply on integrating Artificial Intelligence (AI) into mainstream learning, improving global institutional rankings, and boosting industrial placement opportunities. Saini issued definitive executive orders to the Higher Education Department to elevate academic standards, promote pioneering research, and establish strict tracking systems to achieve global benchmarks.

The meeting featured high-level representation, including state Education Minister Mahipal Dhanda, Higher Education Additional Chief Secretary A.K. Singh, and Future Department Principal Secretary Amneet P. Kumar. Officials briefed the Chief Minister on the restructuring of 22 Model Sanskriti Colleges, which are being fast-tracked for development into autonomous academic institutions equipped with smart classrooms, advanced digital libraries, and tech-driven laboratories. Furthermore, to position Haryana prominently on the national academic map, the administration has set an aggressive target to place the state’s universities within the top 150 of the National Institutional Ranking Framework (NIRF) by expanding foreign student exchange programs and securing global research collaborations.

A major highlight of the Vision 2047 strategy is the establishment of cutting-edge “Autonomous AI Digital Colleges” in Panchkula and Gurugram. These specialized institutions will leverage AI-based pedagogy to prepare students for rapidly evolving global tech markets. Alongside digital innovation, the Chief Minister heavily emphasized structural equity, reviewing the ongoing tuition fee waiver for female undergraduate students in government colleges. Saini ordered immediate implementation of tracking protocols to eliminate student dropouts and instructed the department to accelerate the “Avval Balika Yojana,” which distributes scooters to meritorious female students to reduce transport barriers to higher education.

To foster a robust intellectual property culture, the state government announced a 100 per cent reimbursement on patent registration fees up to a maximum of 50,000 rupees. This is backed by the creation of a 10 crore rupee Higher Education Quality and Research Fund designed specifically to bankroll high-impact innovations. The state is also launching an integrated digital placement portal linking student internship profiles directly with corporate recruiters, while simultaneously embedding NCC, NSS, and sports achievements directly into the Academic Bank of Credits. Concluding the session, Saini reviewed targeted infrastructural progress, confirming that science streams have successfully operationalized at the Government Women’s College in Kairu, while a brand-new government college in Ram Sharan Majra is set to welcome its inaugural batch from the upcoming academic session.
