Haryana Public Works Minister Ranbir Gangwa Demands Road Repair Completion Prior to Monsoon Season

Chandigarh (Balwinder Singh): Haryana Public Works and Public Health Engineering Minister Ranbir Gangwa has issued a strict directive to administrative officials, ordering the immediate acceleration of all pending road construction, widening, and pothole repair projects across the state. Chairing a high-level review meeting of the Public Works Department (Buildings and Roads) in Chandigarh on Thursday, Gangwa stated that administrative or systemic excuses regarding operational delays will not be tolerated. He emphasized that the state government’s execution and field presence must translate into visible infrastructure improvements on the ground, ensuring safe and unhindered movement for commuter traffic ahead of the impending monsoon season.

The high-level convergence meet meticulously evaluated the department’s work programs for the consecutive fiscal years 2024-25 and 2025-26, focusing heavily on regional road networks, bridge engineering clearances, systematic quality control protocols, and the real-time resolution metrics of the state’s dedicated “Mhari Sadak” mobile application. The session was attended in person by PWD Additional Secretary Hitesh Kumar Meena and Engineer-in-Chief Yogesh Mehra, while executive district engineers, Sub-Divisional Officers, and Junior Engineers from across all districts of Haryana joined the comprehensive review via video conferencing to submit localized physical progress reports.

Gangwa directed field officers to optimize the complete utilization of the allocated financial budget for the current fiscal year, warning that delayed project timelines incur significant inflationary pressure and escalate the fiscal burden on the state exchequer. Addressing roadside safety hazards, the Minister highlighted that poorly positioned utility poles belonging to electricity and telecom departments frequently trigger fatal traffic accidents. He instructed PWD officials to immediately coordinate with parallel departments to prioritize the removal or shifting of these obstructions. Furthermore, he mandated that complaints received on the “Mhari Sadak” portal must result in verifiable physical repairs rather than merely remaining confined to official desk files.

The administrative review placed a special focus on capital-intensive mega infrastructure projects valued above ₹20 crore alongside ongoing Haryana Space Applications Centre satellite-monitored projects. Reaffirming the government’s stance on material compliance, the Cabinet Minister declared that structural quality remains the absolute priority and instructed regular laboratory sampling of vital raw components, including bitumen mixes, prior to surface application. Gangwa ordered mandatory monthly inspections of operational site plants, warning that any contracting agency or public servant found guilty of material negligence, unauthorized absenteeism, or chronic delays will face blacklisting and severe departmental disciplinary proceedings.
