Haryana Cabinet Validates Previous BC-A and BC-B Certificates to Benefit HPSC Candidates

Chandigarh (Balwinder Singh) — The Haryana cabinet, chaired by Chief Minister Nayab Singh Saini, approved a crucial proposal on Monday to validate BC-A and BC-B non-creamy layer certificates issued during the 2024-25 period under the previous notification dated November 17, 2021.

This strategic decision directly addresses issues arising from the Haryana Public Service Commission recruitment advertisements released in 2024 for 3,069 Post Graduate Teacher vacancies across multiple disciplines. Based on the employment notice issued on July 23, 2024, applicants belonging to the BC-A and BC-B categories were instructed to submit fresh certificates aligned with the newly updated government notification dated July 16, 2024.

Following the rollout of the new July directives, the commission stopped recognizing the certificates issued under the older 2021 framework, which unfortunately led to the rejection of numerous candidatures. This sudden administrative hurdle prompted many affected aspirants to file writ petitions before the Punjab and Haryana High Court to seek immediate judicial relief.

During the meeting, the cabinet was apprised that the sole major amendment in the updated July 2024 notification was the upward revision of the annual family income threshold used to determine the creamy layer status, increasing the limit from six lakh rupees to eight lakh rupees. Consequently, any candidate who was already classified as falling within the non-creamy layer under the stricter 2021 financial criteria would naturally continue to qualify under the relaxed parameters of the revised notification.

Acknowledging this factual continuity, the cabinet resolved that all BC-A and BC-B non-creamy layer certificates issued between the start of the 2024-25 cycle and July 23, 2024, under the original 2021 notification, will now be deemed completely valid for all official purposes. This decisive action is anticipated to deliver immense relief to the affected job seekers while ensuring absolute fairness and transparency in the state’s ongoing recruitment drives.
