Gurpreet Singh :- Punjab has enforced a tougher legal framework to deal with sacrilege cases after the Governor approved the amended legislation. New Standard Operating Procedure for Investigations
To strengthen the investigation process, Punjab Police has rolled out a new Standard Operating Procedure (SOP). The framework emphasises scientific handling of forensic and digital evidence while ensuring that investigations are completed within a defined timeline, enhancing both transparency and efficiency.
Immediate Response at Incident Sites Made Mandatory
Under the revised protocol, police officials are required to reach the spot without delay upon receiving information about any sacrilege incident. Strict measures have been outlined for securing evidence, including establishing inner and outer perimeters. Religious scriptures or objects are to be handled with due sanctity and only in the presence of authorised representatives.
Focus on Conspiracy and Digital Trail
Authorities have expanded the scope of investigation beyond the immediate accused to include masterminds and larger conspiracies. The SOP also mandates scrutiny of social media activity, misleading digital content, and the use of advanced technological tools to trace any organised involvement.
Time-Bound Investigation to Reduce Pendency
A key highlight of the new system is the mandatory completion of investigations within 60 to 90 days, followed by the filing of a chargesheet in court. The move is expected to significantly reduce delays and ensure swift judicial proceedings.
Mental Health Assessment of Accused
In cases where the accused is suspected to be mentally unstable, a specialised panel of experts will be constituted to evaluate their mental condition. Legal provisions have also been introduced to determine accountability in such situations.
Direct Monitoring by Senior Officials
Given the sensitive nature of such cases, investigations will be conducted under the direct supervision of senior police officers. The aim is to eliminate lapses and ensure that justice is delivered promptly and effectively.
