Haryana Issues Strict Advisory on High-Risk Industrial Solvents to Safeguard Public Health

Chandigarh, December 31 — Haryana Health Minister Aarti Singh Rao on Wednesday asserted that any compromise with public health would not be tolerated, warning strict action against violations related to the sale, transport and labeling of high-risk industrial solvents and excipients. She said manufacturers dealing in industrial-grade substances must strictly comply with prescribed norms, failing which their licences may be suspended or cancelled and legal action initiated.

Sharing details, State Drugs Controller of Food and Drugs Administration (FDA) Haryana, Lalit Kumar Goyal, said the advisory has been issued in line with the directions of Health Minister Aarti Singh Rao, keeping public health as the top priority. The advisory aims to prevent misuse of industrial-grade high-risk solvents and excipients and to ensure safety across the pharmaceutical supply chain.

He said the instructions have been communicated to all pharmaceutical manufacturers, traders, importers and distributors in the state through the Haryana State Pharmaceutical Manufacturers Association. The advisory follows directions issued on December 22, 2025, by the Central Drugs Standard Control Organisation (CDSCO), Enforcement Division, Directorate General of Health Services, Government of India.
According to the advisory, all containers of high-risk industrial solvents must prominently display the warning “NOT FOR PHARMACEUTICAL USE” in a clear and legible manner. This warning must also be clearly mentioned on sales invoices, delivery challans and all related transaction documents.

The advisory further makes it mandatory that the open or loose sale of high-risk solvents and excipients is completely prohibited. These products may only be sold in original, sealed and tamper-proof containers, with proper labeling and complete batch traceability details.

Goyal warned that non-compliance with these directions will invite strict regulatory action, including suspension or cancellation of licences and legal prosecution. He reiterated that the Haryana government accords the highest priority to public health and continues to take firm measures to ensure quality, transparency and safety in the pharmaceutical sector.
