Chandigarh, November 4: Haryana Governor Professor Asim Kumar Ghosh released the second edition of the book ‘International Relations – For Civil and State Services Examinations’ at Southampton University in Gurugram on Tuesday. Former Secretary in the Ministry of External Affairs, Damu Ravi, attended the ceremony as the chief guest. The book is co-authored by Professor Ashok Kumar, Vice-Chancellor of Sports University Haryana, and Dr. Rajesh Mohan, DCP Traffic Gurugram.
During the launch, Governor Ghosh emphasized that the study of international relations has become more relevant in the 21st century than ever before. He noted that while geographical borders divide nations, the world remains deeply interconnected through the economy, technology, communication, and environment. “No global issue today exists in isolation — whether it is climate change, trade, energy security, or public health — every aspect is influenced by global interdependence,” he said.
Professor Ghosh highlighted that the book offers not just academic knowledge but a broad vision that prepares students for balanced, logical, and responsible leadership. “This book is not merely a guide for examinations; it is a work of insight that inspires young minds toward thoughtful leadership, wisdom, and service to the nation,” he remarked. He further added that it acts as a bridge between theoretical understanding and practical life, carrying the collective wisdom of experienced administrators and diplomats.
Chief guest Damu Ravi praised the updated edition as both “relevant and enriching,” noting that it incorporates the latest global developments and new dimensions in India’s foreign policy. He said the book will prove valuable not only for civil service aspirants but also for policymakers, researchers, and general readers. “In today’s interconnected world, domestic and international events are closely linked — what happens abroad impacts us at home and vice versa. This book captures that intricate relationship effectively,” he stated.

Co-author Professor Ashok Kumar explained that the book provides a comprehensive understanding of India’s foreign policy and evolving global politics. It delves into India’s Indo-Pacific strategy, participation in QUAD, humanitarian leadership during the COVID-19 crisis, and India’s growing role in multilateral platforms such as G20 and BRICS. It also includes insights from India’s External Affairs Minister Dr. S. Jaishankar and other prominent thinkers to offer readers an authentic Indian diplomatic perspective.
Dr. Rajesh Mohan, co-author and DCP Traffic Gurugram, stated that international relations have transcended formal diplomacy and treaties to become a continuously evolving process shaped by the digital age. “In today’s geopolitics, even a single tweet can alter global equations. This edition covers themes like global politics, India’s foreign policy, climate diplomacy, and digital security, making it a valuable resource for students, civil service aspirants, and policymakers alike,” he added.
The event was attended by the Governor’s wife, Mrs. Mitra Ghosh, HIPA Director General Manoj Yadav, Professor Elias Phillips (Academic Provost, Southampton University), Gurugram University VC Dr. Sanjay Kaushik, McGraw Hill Education Product Director Tanveer Ahmed, SDM Badshahpur Sanjeev Singla, and several senior officials, scholars, and students.
