Kuala Lumpur (Rajeev Sharma): Prime Minister Mark Carney met with Prime Minister Sonexay Siphandone of Laos on the sidelines of the Association of Southeast Asian Nations (ASEAN) Summit in Kuala Lumpu, where the two leaders reaffirmed their commitment to strengthening ties between Canada and Laos.
The meeting underscored the growing momentum in bilateral relations, following Canada’s decision earlier this year to upgrade its office in Vientiane to a full-fledged embassy — a move viewed as a major step in deepening diplomatic engagement with Southeast Asia.
Expanding Economic and Strategic Cooperation
Both leaders discussed opportunities to expand collaboration in key sectors such as energy, critical minerals, and technology, areas that align with Canada’s broader Indo-Pacific strategy. They also highlighted the potential for Canadian expertise and investment to support Laos’ sustainable development goals.
As Canada pushes ahead with its goal of doubling non-U.S. exports over the next decade, Prime Minister Carney emphasized the importance of advancing negotiations on a Canada–ASEAN Free Trade Agreement (FTA). The proposed pact aims to open new markets and create “transformative opportunities” for businesses and workers in both Canada and Southeast Asia.
$25 Million Commitment to ASEAN Engagement
During the discussion, Prime Minister Carney announced a $25 million contribution to help ASEAN member countries enhance engagement and technical capacity in FTA talks with Canada. The funding will support cooperative projects and ensure that negotiations proceed in a mutually beneficial and inclusive manner.
Strengthening Regional Partnerships
The meeting reflected Ottawa’s growing diplomatic outreach in the Indo-Pacific region, a cornerstone of its foreign policy diversification efforts. Both leaders agreed to maintain regular contact as Canada and Laos continue to build on their expanding partnership within the ASEAN framework.
