Punjab Launches Investor-Friendly Reforms, Passes Six Important Bills

Chandigarh, September 29, 2025: Punjab Finance Minister Harpal Singh Cheema announced that the state Vidhan Sabha has passed six crucial bills aimed at driving industrial development, improving governance, and supporting farmers. The legislative session marks a significant milestone for the state’s economic growth.

The bills include the Right to Business Act, which introduces a Deemed Approval Facility for industrial projects. Any project not receiving government approval within 45 days will be automatically approved, providing a faster and more investor-friendly environment.

Other key legislations passed are the Punjab Goods and Services Tax (Amendment) Bill, aimed at streamlining the state’s tax system; the Punjab Apartment and Property Regulation (Amendment) Bill, to enhance transparency in real estate; the Punjab Government Services (Amendment) Bill 2012, to improve service delivery; and the Punjab Town Improvement (Amendment) Bill 2020, to accelerate urban development initiatives. The Farmers Seed Policy Bill ensures the availability of quality seeds to farmers across the state.

Minister Cheema highlighted that these measures will simplify industrial approvals and promote growth, while criticizing the Congress party for opposing the Right to Business Act, which he said hinders the creation of a conducive industrial climate in Punjab.
