CM Nayab Singh Saini Hands Over Shop Registries to 250 Beneficiaries, Calls Them ‘Repositories of Dreams’

Chandigarh, June 12 – Haryana Chief Minister Shri Nayab Singh Saini today presented a major gift to the beneficiaries of the Mukhyamantri Shehri Swamitva Yojana. He handed over shop registries to 250 eligible beneficiaries from all districts of the state. Previously, around 6,000 beneficiaries had already been granted ownership under this scheme.

The Chief Minister participated in the registry distribution ceremony organized at the Public Works Department Rest House in Sector-1, Panchkula, and personally handed over the registries to beneficiaries from across the state, congratulating them and extending his best wishes.

Before the event, the Chief Minister also inaugurated and viewed an exhibition organized by the Department of Information, Public Relations & Languages, showcasing the government’s achievements over the past 11 years. Department Director General K.M. Pandurang was also present.

Addressing the gathering, CM Nayab Singh Saini emphasized that the shop registries are not just papers, but hold the dreams of many. “This dawn of ownership will brighten every home and courtyard in Haryana,” he said. “Our government is committed to ensuring that no eligible citizen is deprived of the benefits of government schemes.” He added, “We’re not just handing over documents today — we’re empowering your dreams, securing your future generations, and giving you legal ownership of your land and shops.”

These Registries Are Documents of Dignity and Guarantees of Security

He explained that many colonies and settlements in urban areas had long lacked legal ownership of property, despite families living there for years. Recognizing this, the government decided to give ownership of shops and houses under municipal control for over 20 years to their occupants. This led to the inception of the Mukhyamantri Shehri Swamitva Yojana. The government’s goal is to ensure that every citizen — whether rural or urban — has full and undisputed ownership of their property. “These ownership papers are a symbol of dignity, a guarantee for your future, and an end to decades-old property disputes,” the CM said.

Swamitva Yojana Is Proving to Be a Blessing for Millions of Families

The CM noted that under the traditional “Lal Dora” land system, property records were not maintained for village lands, and thus, property registrations did not occur. This meant people couldn’t secure loans or establish ownership rights, often leading to disputes. Prime Minister Narendra Modi understood this hardship and launched the Swamitva Yojana to ensure every citizen had legal ownership of their property. This scheme is now proving to be a boon for millions.

State Government Has Resolved Numerous Legal Disputes Over the Past 11 Years

CM Saini stated that to ensure every deserving beneficiary gets their due, the state government has resolved numerous legal disputes over the past 11 years. For instance, many lease-holding farmers who had cultivated land for years lacked ownership rights and were under constant legal threat. The government granted them ownership. Similarly, individuals living on panchayat land in houses built over 20 years ago were also granted ownership rights.

Double-Engine Government Has Made Life Easier for Citizens

The CM remarked that the double-engine government — Center and State working together — has made life simpler and more efficient. Under PM Narendra Modi’s mission to provide housing for every citizen, over 4 crore people have received homes in a phased manner. He added that the budget for the Pradhan Mantri Awas Yojana was increased fivefold this year compared to last. During the Assembly session, he personally distributed ₹151 crore to 36,000 beneficiaries under the housing scheme.

Transparent Recruitment Process Has Created a Positive Environment in the State

He further added that the state government is providing government jobs to youth purely on merit, without any bribes or favoritism. So far, 1.75 lakh youth have secured government jobs. This transparent recruitment process has fostered a positive atmosphere, and youth from across the entire state, not just a few villages, are now benefitting.

The event was also attended by Panchkula Mayor Kulbhushan Goyal, Urban Local Bodies Commissioner and Secretary Vikas Gupta, Director General Pankaj, along with other officials and beneficiaries.
