Punjab to Introduce AI-Based HAMS Technology for Transparent and Efficient Driving Tests: Transport Minister Bhullar

Rupnagar (Punjab), April 28, 2025 – Punjab Transport Minister Laljit Singh Bhullar announced today that the state will soon implement HAMS (Harnessing Automobile for Safety) technology, an Artificial Intelligence (AI)-based automated driver license test system, to bring greater transparency and efficiency to driving test tracks across Punjab.

During his visit to the RTO office in Ropar, Bhullar emphasized that Chief Minister Bhagwant Singh Mann’s government is committed to improving the transport system by adopting advanced technologies. He stated that the HAMS project will significantly enhance the performance of all driving test tracks once implemented as a pilot project before a statewide rollout.

Highlighting the key features of HAMS, Bhullar explained that it will include iris scanning to ensure that only the actual applicant appears for the driving test, effectively eliminating the possibility of impersonation. He noted that the AI-based system will offer a highly accurate assessment of applicants’ driving skills.

Citing statistics from the Ministry of Road Transport and Highways, Bhullar pointed out that India records the highest number of road accident fatalities globally, with most accidents attributed to driver error. “Ensuring good driving behavior and skills is critical to improving road safety,” he said, underlining the importance of the new technology.

Bhullar reiterated that the Mann government’s priority is to deliver public services in a simple, timely, and transparent manner. He added that after the successful pilot phase, the HAMS system will be expanded to all driving test tracks in the state.

Earlier during the visit, the Minister inspected the Ropar driving test track and instructed RTO Gurvinder Singh Johal to take strict action against any employee found indulging in corruption or negligence. Bhullar also personally interacted with citizens at the RTO office, asking them about their experiences and whether they faced any demand for bribes. The citizens expressed satisfaction, stating that they received transparent and courteous services.

Concluding his visit, Bhullar urged all officers and staff to perform their duties honestly and ensure that no person faces any inconvenience when visiting RTO offices.
