PM Modi Orders ‘Strictest Action’ After 19-Year-Old Woman Gangraped by 23 Men Over 6 Days

Varanasi, April 11, 2025 — A horrifying case of gangrape involving 23 men and a 19-year-old woman has shaken the country, prompting Prime Minister Narendra Modi to personally intervene and demand the “strictest action” against the accused.

According to police, the survivor was repeatedly raped at multiple locations between March 29 and April 4. Her ordeal came to light when she returned home and her family filed a complaint on April 6.

Twelve men have been arrested so far: Raj Vishwakarma, Sameer, Ayush, Sohail, Danish, Anmol, Sajid, Zahir, Imran, Jaib, Aman, and Raj Khan. The case has been filed under several sections of the Bharatiya Nyaya Sanhita, including gangrape, assault, criminal force, wrongful restraint and confinement, and intimidation.

Police say the woman was drugged and moved between cafes, hotels, and private residences where she was repeatedly assaulted. She initially went missing on March 29 after visiting a friend. Her family filed a missing person report on April 4, and a rape complaint followed two days later.

The complaint, detailed by her mother, recounts a harrowing series of events. The survivor allegedly met different men who took her to secluded locations, gave her intoxicants, and raped her. In one incident, she was assaulted on a highway; in others, she was drugged and raped in cafes and hotels. On several occasions, she was left abandoned in a disoriented state.

Additional Commissioner Vidush Saxena confirmed that while the survivor did not initially report the assaults, her family later provided a detailed account. Investigations are ongoing, and police are working to apprehend the remaining suspects.

Following the incident, PM Modi was briefed by senior officials, including the police commissioner and district magistrate. A statement from the Uttar Pradesh government said he instructed authorities to ensure the strongest possible punishment for the perpetrators and to strengthen mechanisms to prevent such crimes.
