Chandigarh, March 26 – Haryana Chief Minister Nayab Singh Saini announced a strict crackdown on illegal travel agents sending youth abroad through fraudulent means. So far, 127 cases have been registered, 102 agents have faced action, and 8 have been arrested.
Speaking in the ongoing budget session, the CM introduced the Haryana Travel Agents Registration and Regulation Bill, 2025, which was unanimously passed by the Assembly. This law aims to increase transparency, accountability, and curb exploitation by rogue travel agents.
Tougher Penalties for Human Trafficking
The new bill includes provisions against human trafficking, imposing 7 to 10 years of imprisonment for offenders. The government has also established a Foreign Cooperation Department to ensure safe migration for youth seeking education, jobs, or business opportunities abroad.
Why the Bill Was Reintroduced
The bill was previously tabled but required amendments due to new national laws. The CM emphasized that many youth sell their land to fund overseas travel, often falling prey to unsafe migration routes. The law will end such illegal practices by making registration mandatory for all travel agents, ensuring they operate within legal guidelines.

CM Saini praised Prime Minister Narendra Modi’s leadership, highlighting how 23,000 Indian students stranded in Ukraine during the war were safely brought back home. He reaffirmed that the Haryana government remains committed to protecting its youth from exploitation while facilitating legal and safe migration opportunities.
