Chandigarh, March 25, 2025: In a Cabinet meeting chaired by Haryana Chief Minister Nayab Singh Saini, the government approved an increase in the honorarium of part-time members of the Second Haryana State Law Commission from ₹50,000 to ₹75,000 per month.
Extension of Haryana Self-Reliant Textile Policy
The Cabinet also extended the Haryana Self-Reliant Textile Policy 2022-25 until December 18, 2026, following its success and strong response from entrepreneurs across the state. Additionally, the government removed the cap on the number of cases eligible for the Capital Investment Subsidy Scheme for Textile Units.
Initially, the policy aimed to attract ₹4,000 crore in investment and create 20,000 jobs over three years. It focuses on modern infrastructure development, advanced technology adoption, and sustainable production practices in alignment with the Indian government’s 5F vision (Farm to Fiber to Factory to Fashion to Foreign).
The textile policy offers eight incentive schemes, including capital investment subsidy, interest subsidy, SGST reimbursement, green production incentives, skill training, fire insurance assistance, textile cluster development, and textile park schemes.
So far, 354 applications have been received under various schemes, with 108 projects already approved, receiving a grant of ₹367.51 crore. The Capital Investment Subsidy Scheme has seen overwhelming participation, with projects across districts focused on technical textiles, waste-to-fiber production, antibacterial towels, and PET-to-fiber conversion.
The Cabinet removed the limit on eligible cases for financial incentives, ensuring maximum investment inflow and employment generation in the textile sector. This move is expected to attract ₹4,000 crore in investment and create 20,000 jobs.
One-Time Settlement Scheme for Small Taxpayers
The Cabinet also approved amendments to the Haryana One-Time Settlement Scheme 2025 to simplify tax recovery for small taxpayers. Under the revised scheme, taxpayers with dues up to ₹10 lakh will get a ₹1 lakh waiver. The move aligns with the BJP’s manifesto promise to support small businesses.
Taxpayers can opt for the scheme within 180 days of the designated deadline. The amendments aim to reduce litigation, expedite tax collection, and resolve pending dues efficiently.
Approval of Haryana Sports Department (Group-A) Service Rules 2025
The Haryana Cabinet approved the Haryana Sports Department (Group-A) Service Rules 2025 to ease promotions for Deputy Directors in the sports department. Currently, seven posts of Deputy Directors exist under the promotion quota, but the lack of Group-A service rules hindered promotions. With the new approval, the recruitment and promotion process is expected to streamline operations in the sports sector.
