WSO Condemns India’s Plot to Target Jagmeet Singh; Modi G7 Invite Endangers Sikhs

Ottawa (Rajeev Sharma): The World Sikh Organization of Canada (WSO) is appalled by shocking revelations reported by Global Times that a suspected agent of the Government of India had former NDP leader and Member of Parliament Jagmeet Singh under close surveillance while he served in office.  The targeting by India posed a credible risk to Jagmeet Singh’s life and prompted a duty to warn and police protection. The suspected Indian agent was associated with the Lawrence Bishnoi gang, which the Indian government has been accused of using to commit violence in Canada. 

These revelations follow a series of deeply troubling disclosures regarding India’s activities in Canada. On October 14, 2024, the RCMP publicly announced that Indian government agents were involved in at least three homicides in Canada as well as extortion, and intimidation targeting Canadian Sikhs. That same day, Canada expelled the Indian High Commissioner and five other diplomats, identifying them as persons of interest in multiple criminal investigations.

Canada’s National Security Adviser Nathalie Drouin has revealed that India collected intelligence on Sikhs in Canada through diplomatic channels and proxies, then passed it to Indian authorities who worked with the Lawrence Bishnoi gang, a violent criminal network now linked to multiple targeted killings in Canada, including most recently the May 14, 2025, murder of a Sikh businessman in Mississauga. 

Well over a dozen Sikhs in Canada have received duty to warn notices due to credible threats to their lives since 2023.

Also in October 2024, senior Canadian officials confirmed that India’s Home Minister, Amit Shah, personally ordered a campaign of violence and intelligence-gathering against Sikh activists in Canada. Shah is considered Indian Prime Minister Narendra Modi’s right hand man.  The information was verified by Deputy Foreign Affairs Minister David Morrison, who confirmed Shah’s role to The Washington Post and Parliament’s national security committee.

Against this backdrop, Prime Minister Mark Carney’s invitation to Indian Prime Minister Narendra Modi to attend the upcoming G7 Summit in Kananaskis, Alberta has caused widespread outrage within the Sikh community. The invitation has been extended without any assurances that India will cooperate with ongoing Canadian criminal investigations or halt its operations targeting Canadian citizens.  

WSO President Danish Singh said today:

“The report that a suspected agent of the Government of India actively surveilled and posed a threat to Jagmeet Singh is appalling. The idea that a foreign government, India,  targeted a Canadian political leader for assassination is intolerable and unprecedented.  But here we are welcoming the head of that state to our country.

What other party leader in Canada has had to not only advocate for their constituents but also protect themselves from being killed by a foreign state? India’s campaign of foreign interference and its ongoing targeting of Sikhs in Canada has reached a shocking and unacceptable level.

Prime Minister Carney’s invitation to Narendra Modi to attend the G7 Summit sends a disturbing message that the safety and lives of Canadian Sikhs are expendable in the name of economics and diplomacy.

India has repeatedly violated Canada’s sovereignty, undermined our national security, and ignored all calls for accountability. No Canadian should accept this. The invitation to Mr. Modi is a betrayal of the Sikh community and of Canada’s core democratic values.

What is Prime Minister Carney doing to ensure that Sikhs in Canada are safe and not being hunted by Indian agents? It is also essential that Jagmeet Singh and other Sikhs who continue to face threats from India receive the support and protection they need.”

Hundreds of Sikh Canadians have written to their Members of Parliament, demanding that the invitation to Modi be rescinded. The WSO calls on all MPs to follow the example of MP Sukh Dhaliwal, who has publicly opposed Modi’s invitation and called for action.

WSO and other partnering Sikh organizations are calling for:

  • A public inquiry into India’s foreign interference and transnational repression in Canada;
  • The immediate cancellation of all intelligence-sharing agreements between Canada and India;
  • And the formal withdrawal of Prime Minister Modi’s G7 invitation until India fully cooperates with Canadian authorities and ends its campaign against Sikh Canadians.
