Uttarakhand CM Dhami Launches Major Digital Initiatives, Unveils Vision of ‘Hill to Hi-Tech’

Dehradun, August 12, 2025: Chief Minister Pushkar Singh Dhami on Tuesday rolled out a series of information and communications technology (ICT)-enabled services aimed at transforming governance and service delivery in Uttarakhand. The initiatives include the Digital Uttarakhand app, 66 new government websites on the Secure, Scalable, and Sugamya (S3Waas) platform, a GIS-based web app for real-time garbage vehicle tracking in urban areas, AI upgrades to the 1905 CM Helpline, and a web-based app for encroachment monitoring.

The CM also announced the establishment of a next-generation Data Centre with disaster recovery capabilities, the launch of an AI Mission Centre of Excellence, and a Remote Sensing and Drone Application Centre to enhance governance. Plans are also in place to create a dedicated IT cadre in the state.

Dhami said Uttarakhand must progress as both a picturesque hill state and a technology-driven state, guided by the mantra “Hill to Hi-Tech.” He emphasised that the initiatives would enhance transparency, efficiency, and accessibility in line with Prime Minister Narendra Modi’s Digital India vision.

The Digital Uttarakhand app will enable citizens to access multiple government services from home, cutting down the need for in-person visits. The S3Waas-based websites will ensure secure and transparent access to departmental information. The GIS app will allow real-time tracking of urban garbage collection vehicles, while the encroachment app will let citizens upload photos or videos for prompt official action, with full online tracking.

The upgraded AI-powered CM Helpline will automatically categorise complaints, speed up resolutions, and improve follow-ups. Dhami highlighted that online education, e-health services, and digitisation of land records remain key priorities, with 95% of villages now having telecom connectivity.

The launch event was attended by MLA Khajan Das, Chief Secretary L Fanai, senior bureaucrats, municipal officials, and IT leaders, marking what Dhami called “a major leap towards a digitally empowered Uttarakhand.”
